1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 8-102 and by adding Section 3-414.5 as follows:
 
6    (625 ILCS 5/3-414.5 new)
7    Sec. 3-414.5. Multi-year registration.
8    (a) The Secretary of State shall permit the owner of a
9motor vehicle of the first division or a motor vehicle of the
10second division weighing not more than 8,000 pounds or a motor
11vehicle of the second division applying for a C class
12registration plate to register the motor vehicle for a period
13of 2 years if the owner selects to register his or her motor
14vehicle under this Section.
15        (1) If the motor vehicle to be registered is required
16    to undergo emissions inspections, the 2-year registration
17    must coincide with the emissions inspection cycle.
18        (2) An applicant for a 2-year registration shall apply
19    online or by completing and mailing the appropriate 2-year
20    registration application form to the address indicated on
21    the form.
22        (3) The owner of a motor vehicle with a 2-year
23    registration may transfer that registration to another

1    motor vehicle with the same emissions inspection
2    requirements, if applicable. The owner of a motor vehicle
3    with a 2-year registration who discontinues use of the
4    registration before the expiration of the 2-year period is
5    not entitled to a complete or a prorated refund of the
6    registration fee.
7        (4) The fee for a 2-year registration shall be twice
8    the applicable annual registration fee for the motor
9    vehicle being registered. If the owner of a motor vehicle
10    issued registration under this subsection is subject to an
11    annual surcharge under Section 3-806 or 3-815, the
12    Secretary of State shall collect the surcharge for each
13    registration year of the multi-year registration at the
14    same time the Secretary of State collects the one-time
15    registration fee.
16    (b) The Secretary of State shall permit the owner of a
17trailer to register the trailer for a period of either one year
18or up to an extended 5-year registration period.
19        (1) The registration shall be based on a recurring
20    5-year registration period. The trailer owner may apply for
21    an annual registration, registration for the full 5 years,
22    or for the number of years remaining in the current 5-year
23    cycle at the time of the registration application.
24        (2) An applicant for a 5-year trailer registration
25    shall apply online or by completing and mailing the
26    appropriate 5-year registration application form to the

1    address indicated on the form.
2        (3) The owner of a trailer with a 5-year registration
3    may transfer that registration to another trailer of the
4    same weight class. The owner of a trailer with a 5-year
5    registration who discontinues use of the registration
6    before the expiration of the 5-year period is not entitled
7    to a complete or a prorated refund of the registration fee.
8        (4) The fee for a 5-year registration shall be the same
9    as the applicable annual registration fee for the trailer
10    being registered multiplied by the number of years
11    remaining in the current 5-year cycle at the time of the
12    registration application.
13    (c) The Secretary of State may adopt rules to implement
14this Section.

16    Sec. 8-102. Alternate methods of giving proof.
17    (a) Except as provided in subsection (b), proof Proof of
18financial responsibility, when required under Section 8-101 or
198-101.1, may be given by filing with the Secretary of State one
20of the following:
21        1. A bond as provided in Section 8-103;
22        2. An insurance policy or other proof of insurance in a
23    form to be prescribed by the Secretary as provided in
24    Section 8-108;
25        3. A certificate of self-insurance issued by the

1    Director;
2        4. A certificate of self-insurance issued to the
3    Regional Transportation Authority by the Director naming
4    municipal or non-municipal public carriers included
5    therein;
6        5. A certificate of coverage issued by an
7    intergovernmental risk management association evidencing
8    coverages which meet or exceed the amounts required under
9    this Code.
10    (b) Beginning January 1, 2020, in lieu of filing the
11documents required by subsection (a), each owner of a vehicle
12required to obtain minimum liability insurance under Section
138-101 or 8-101.1 shall attest that the vehicle is insured in at
14least the minimum required amount.
15        (1) The Secretary shall create a form on which the
16    vehicle owner shall attest that the vehicle is insured in
17    at least the minimum required amount. The attestation form
18    shall be submitted with each registration application.
19        (2) The attestation form shall be valid for the full
20    registration period; however, if at any time the Secretary
21    has reason to believe that the owner does not have the
22    minimum required amount of insurance for a vehicle, the
23    Secretary may require the owner to file with the Secretary
24    documentation as set forth in subsection (a) of this
25    Section.
26        (3) If the owner fails to provide the required

1    documentation within 7 calendar days after the request is
2    made, the Secretary may suspend the vehicle registration.
3    The registration shall remain suspended until such time as
4    the required documentation is provided to and reviewed by
5    the Secretary.
6        (4) The owner of a vehicle that is self-insured shall
7    attest that the funds available to pay liability claims
8    related to the operation of the vehicle are equivalent to
9    or greater than the minimum liability insurance
10    requirements under Section 8-101 or 8-101.1.
11    (c) The Secretary of State may adopt rules to implement
12this Section.

14    Section 99. Effective date. This Act takes effect January
