SYNOPSIS AS INTRODUCED:
 
25 ILCS 170/3.1

    Amends the Lobbyist Registration Act. On and after February 1, 2018, prohibits a person required to be registered under the Act, his or her spouse, and his or her immediate family members living with that registered lobbyist from serving in any countywide elective public office in a county with a population of 3,000,000 or more. Provides that the restriction imposed by the amendatory Act does not apply to a registered lobbyist, his or her spouse, or any immediate family member living with that registered lobbyist who was serving in a countywide elective public office prior to the effective date of the amendatory Act. Allows any such person to serve out the remainder of the term of the office to which he or she was elected. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Lobbyist Registration Act is amended by
5changing Section 3.1 as follows:
 
6    (25 ILCS 170/3.1)
7    Sec. 3.1. Prohibition on serving in countywide elective
8public office or on boards and commissions. Notwithstanding
9any other law of this State, on and after February 1, 2004, but
10not before that date, a person required to be registered under
11this Act, his or her spouse, and his or her immediate family
12members living with that person may not serve on a board,
13commission, authority, or task force authorized or created by
14State law or by executive order of the Governor. On and after
15February 1, 2018, but not before that date, a person required
16to be registered under this Act, his or her spouse, and his or
17her immediate family members living with that registered
18lobbyist may not serve in a countywide elective public office
19in a county with a population of 3,000,000 or more. These
20restrictions do ; except that this restriction does not apply to
21any of the following:
22        (1) a registered lobbyist, his or her spouse, or any
23    immediate family member living with the registered

1    lobbyist, who is serving in an elective public office,
2    whether elected or appointed to fill a vacancy, other than
3    a countywide elective public office in a county with a
4    population of 3,000,000 or more on and after February 1,
5    2018, provided that registered lobbyists, their spouses,
6    or any immediate family members living with a registered
7    lobbyist serving in a countywide elective public office
8    before the effective date of this amendatory Act of the
9    100th General Assembly shall serve out the remainder of the
10    term of office to which they were elected; and
11        (2) a registered lobbyist, his or her spouse, or any
12    immediate family member living with the registered
13    lobbyist, who is serving on a State advisory body that
14    makes nonbinding recommendations to an agency of State
15    government but does not make binding recommendations or
16    determinations or take any other substantive action.

18    Section 99. Effective date. This Act takes effect upon
19becoming law.
