HOUSE JOINT RESOLUTION

 
2    WHEREAS, Illinois is experiencing a budget crisis that is
3one of the worst in the State's long history; and
 
4    WHEREAS, The financial condition of the State is affecting
5individuals, families, social services providers and their
6clients, State employees, units of local governments,
7educational institutions, businesses and other enterprises,
8large and small, and in some cases the State's financial
9condition is leaving those impacted without any avenue for
10relief; and
 
11    WHEREAS, Hundreds of millions of dollars of revenue to the
12State have been lost due to the recession that has gripped the
13entire nation; and
 
14    WHEREAS, At present Illinois has a budget shortfall that
15all agree is measured in billions of dollars; and
 
16    WHEREAS, The State of Illinois cannot ignore the talent of
17experienced Illinois citizen leaders who can assist the
18Governor and the General Assembly in identifying all
19appropriate means of effecting savings and gathering more
20income; and

1    WHEREAS, The effort made by the officials who share
2responsibility for governing the State of Illinois in this
3budget crisis must give a high priority to serving the people
4of Illinois and allow that important principle to guide all
5decisions made, in matters temporary or permanent; therefore,
6be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
8HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE
9CONCURRING HEREIN, that the State Financial Crisis Task Force
10is established to address all appropriate means of cutting
11State government costs, identifying efficiencies that can be
12effected in State government and in the other entities that the
13State funds or serves, and obtaining more revenue and funding
14for the State of Illinois, all while maintaining as a high
15priority service to the people of Illinois; and be it further
 
16    RESOLVED, That the Task Force shall consist of 8 persons,
17to be appointed as follows:
18        (1) Two members appointed by the Speaker of the House
19    of Representatives; and
20        (2) Two members appointed by the Minority Leader of the
21    House of Representatives; and
22        (3) Two members appointed by the President of the
23    Senate; and
24        (4) Two members appointed by the Minority Leader of the

1    Senate; and be it further
 
2    RESOLVED, That the Task Force shall deliver a written
3report to the General Assembly and the Governor by an early
4date, jointly established by the Speaker of the House of
5Representatives, the Minority Leader of the House of
6Representatives, the President of the Senate, and the Minority
7Leader of the Senate, that makes findings and recommendations,
8and upon filing this report, the Task Force shall be available
9to assist the General Assembly as it addresses the budget
10crisis; and be it further
 
11    RESOLVED, That the House of Representatives and the Senate
12shall provide administrative and other support to the Task
13Force and that the members of the Task Force shall be
14reimbursed for their travel expenses and subject to the rules
15of the appropriate travel control board; and be it further
 
16        RESOLVED, That suitable copies of this resolution be
17delivered to the Governor, the Comptroller, and the Treasurer.
