HOUSE RESOLUTION

 
2    WHEREAS, Community policing, the system of allocating
3police officers to particular areas so that they become
4familiar with the local inhabitants, has become a popular
5crime-fighting strategy across the country; and
 
6    WHEREAS, Community policing began in Chicago in 1993 with
7the CAPS program, which was designed to make residents active
8partners in preventing and reducing crime; the key strategy in
9CAPS is that police, businesses, and residents of a particular
10neighborhood have to work together to address the conditions
11that lead to crime; and
 
12    WHEREAS, Community policing is supported by a variety of
13strategies, including neighborhood beat officers, regular
14community meetings involving police and residents, extensive
15training for both police and the community, more efficient use
16of city services, and the use of new technology to target crime
17hot spots; therefore, be it
 
18    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
19HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
20urge police departments around the State to create a community
21liaison police officer program similar to CAPS, that designates
22a specific number of patrol officers as community partners and

1liaisons, and we encourage police departments to establish
2advisory committees with members of the community and local
3officials to discuss ways to improve public safety.
