HOUSE RESOLUTION

 
2    WHEREAS, It has come to the attention of the Illinois House
3of Representatives that distinguished lobbyist Richard "Dick"
4Lockhart has recently announced that he will be retiring at the
5end of this session after 59 years as a registered lobbyist;
6and
 
7    WHEREAS, Richard Lockhart was born in Lima, Ohio on January
820, 1924; and
 
9    WHEREAS, Richard Lockhart enlisted in the United States
10Army in 1943; during his time in the service he was held as a
11prisoner of war in 1945, and as a result of his bravery and
12selflessness, he was awarded the Bronze Star and the Combat
13Infantryman Badge; he was honorably discharged from service on
14December 12, 1945; and
 
15    WHEREAS, Richard Lockhart returned to Chicago and
16continued his education at Northwestern University Evening
17School in 1946; and
 
18    WHEREAS, Richard Lockhart married Dorothy Phelps in 1948
19and together they raised two children, Lisa and David; and
 
20    WHEREAS, Richard Lockhart pursued a career focused on

1politics, forming a lobbying and consulting firm, Social
2Engineering Associates in 1958; he published a nonpartisan
3newsletter, "The Illinois Political Reporter" beginning in
41961 until 1986; and
 
5    WHEREAS, Richard Lockhart was named as one of the "10 Best
6Lobbyists in Illinois" by the Chicago Sun-Times; he served as a
7special consultant to the President of the Constitutional
8Convention in 1970, as speaker of the Illinois Third House in
91981, and in 2004, he was the recipient of the Illinois Third
10House Lifetime Achievement Award; and
 
11    WHEREAS, Richard Lockhart has authored numerous works,
12including, "The Legislative Process and the Pursuit of Virtue",
13"Words Wise and Otherwise", and "Lockhart Logic", as well as
14compiling a World War II memoir in which he eagerly shares his
15vast knowledge with friends and strangers alike; and
 
16    WHEREAS, Richard Lockhart has, throughout his lifetime,
17given generously to support the United States Holocaust
18Memorial Museum, the Illinois State Library, and the Allen
19County Public Library in Ft. Wayne, Indiana; and
 
20    WHEREAS, Richard Lockhart has admirably served numerous
21clients over his career including: the Illinois Credit Union
22League, the Illinois Mental Health Association, the Illinois

1School Psychologists Association, the Condominium Association
2of Chicago, the Retired Chicago Teachers Association, the State
3University Annuitants Association, and many other groups; and
 
4    WHEREAS, Upon retirement, Richard Lockhart plans to write a
5civics guide on lobbying and the legislative process;
6therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
8HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
9hereby extend our best wishes to Richard "Dick" Lockhart on the
10occasion of his retirement and commend him for his years of
11dedication to the people of the State of Illinois; and be it
12further
 
13    RESOLVED, That a suitable copy of this resolution be
14presented to Richard Lockhart as an expression of our esteem
15and respect.
