HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate Raymond J. Rose on
4his retirement as Lake County Undersheriff, bringing a 50-year
5law enforcement career to a close; and
 
6    WHEREAS, Raymond Rose became undersheriff in 2013; he
7previously served as chief of police for the Village of
8Mundelein since 1992; prior to assuming the position of chief
9with Mundelein, he served with the Elk Grove Village Police
10Department for 24 years, achieving the rank of deputy chief;
11and
 
12    WHEREAS, Raymond Rose has had extensive training and
13education focused on law enforcement, including the 59th
14nine-month Police Administration Training Program class at
15Northwestern University's Center for Public Safety, the 161st
16Session of the National F.B.I. Academy at Quantico, Virginia,
17the 15th Session of the Senior Management Institute for Police
18hosted by the Police Executive Research Forum and Harvard's
19Kennedy School of Government, the Northwestern Executive
20Management Program, the FBI Midwest Law Enforcement Executive
21Development Program, and the FBI LEEDS course at Quantico; he
22received his bachelor's degree in Liberal Arts and Sciences
23from Northern Illinois University and a master's degree in

1public administration from Northern Illinois University, and
2was inducted into the Pi Alpha Alpha National Honors Society
3for Public Affairs Administration; and
 
4    WHEREAS, Raymond Rose has been active in many groups
5serving the law enforcement community, including being past
6president of the Illinois Association of Chiefs of Police, past
7president of the Lake County Chiefs of Police Association, past
8president of the Board of Directors-Northern Illinois Crime
9Lab, past president of the Northeast Multi-Regional Training
10Board, chairman of the Lake County Major Crime Task Force,
11chairman of the Lake County Metropolitan Enforcement Group,
12secretary of the Northern Illinois Police Alarm System Board,
13and numerous other law enforcement affiliated organizations;
14and
 
15    WHEREAS, Raymond Rose has had articles published in several
16law enforcement magazines, including Police Chief Magazine,
17Command Magazine, and Law Enforcement Technology Magazine; he
18co-authored a graduate-level textbook on public
19administration, Managing Local Government; and
 
20    WHEREAS, Raymond Rose has received many honors during his
21storied law enforcement career, including the Focus on Youth
22Award from the Chicago Police Department and the Illinois
23Association of Chiefs of Police, the Law Enforcement Award from

1the Lake County Juvenile Officers Association, the Commitment
2to Community's Children Award from District 75, the SHOCAP
3Service Award, the Public Safety Executive Leadership Award
4from the Northwestern University Center for Public Safety, the
5Community Leadership Award from NICASA, the GLMV Community
6Service Award, the Community Service Award from the Illinois
7Park and Recreation Association, the Ruth H. Rosengarden Victim
8Service Provider Award by LCSA Michael Waller, and the NICASA
9Angel Ball Honoree; therefore, be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
11HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
12congratulate Undersheriff Raymond J. Rose on his retirement
13after a 50-year law enforcement career and honor his service to
14Lake County and all the communities he has served; and be it
15further
 
16    RESOLVED, That a suitable copy of this resolution be
17presented to Undersheriff Raymond J. Rose as an expression of
18our esteem and respect.
