HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to congratulate Patrick R. Higgins Ph.D. on the occasion of his retirement as Western Springs Village Manager; and

WHEREAS, Dr. Higgins became Village Manager of Western Springs in June of 2000; since September of 2011, he has also served as Adjunct Professor of Public Policy and Administration at Northwestern University; and

WHEREAS, Dr. Higgins served as Deputy Village Manager and Director of Municipal Services for Western Springs from January of 1983 to June of 2000; prior to that, he served in various administrative positions for Western Springs starting in 1977; and

WHEREAS, Dr. Higgins's professional affiliations and recognitions include the International City Management Association and the American Society of Public Administration Association, and their respective state associations; past president of the Chicago Chapter of the American Society of Public Administration Association; former chairperson of the Regional Transportation Agency's Technical Committee for the Cook/DuPage Corridor Study; current chairperson of the Cook/DuPage Smart Transportation Corridors Committee; current (and for the last 25 years) chairperson of the West Central Municipal Conference's Transportation Committee and current member of the executive committee; recipient of the Jack Williams Intergovernmental Award for Outstanding Contributions to the West Central Municipal Conference; recipient of the 2008 and 2015 Northern Illinois University Outstanding Alumnus Award in Public Administration; and past president of the Great Lakes Chapter of the Urban and Regional Information Systems Association; and

WHEREAS, Dr. Higgins has a Doctor of Philosophy from Northern Illinois University (1998) and a Master of Arts in Public Affairs from Northern Illinois University (1978); and

WHEREAS, Dr. Higgins was born on September 23, 1951; he is married with three children and two grandchildren; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Patrick R. Higgins Ph.D. on his retirement as Western Springs Village Manager, and we wish him the best in all his future endeavors; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Dr. Higgins as a symbol of our respect and esteem.
