HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate the Honorable James B.
4Zagel on the occasion of his taking Senior Status as a United
5States District Judge for the Northern District of Illinois;
6and
 
7    WHEREAS, Judge Zagel was appointed by President Ronald
8Reagan and has over 30 years of service; and
 
9    WHEREAS, Previously, Judge Zagel was appointed by Governor
10James R. Thompson to be the Executive Director of the Illinois
11Law Enforcement Commission and then Director of the Department
12of Revenue and Director of the Illinois State Police; and
 
13    WHEREAS, Judge Zagel has also served as an assistant
14state's attorney for Cook County, chief assistant attorney
15general for Arizona, chief prosecuting attorney for the
16Illinois Judicial Inquiry Board, and an assistant attorney
17general of Illinois; and
 
18    WHEREAS, Judge Zagel served as a member of the Codes of
19Conduct Committee of the United States Judicial Conference, a
20member of the Committee on Criminal Discovery Rules of the
21Supreme Court of Illinois, and a member of the Task Force on

1Criminal Appeals Appellate Review of Sentences and Post
2Conviction Remedies of the American Bar Association; he
3co-authored several editions of "Criminal Law and Its
4Administration" and "Cases and Comments on Criminal
5Procedure"; and
 
6    WHEREAS, Judge Zagel received his Bachelor of Arts and
7Master of Arts from the University of Chicago and his Juris
8Doctor from Harvard Law School in 1965; he has presided over
9many notable cases including Lexecon, Inc., et al. v. Milberg
10Weiss, et al., U.S.A. v. Frank Calabrese, et al, and U.S.A. v.
11Blagojevich; and
 
12    WHEREAS, In his spare time, Judge Zagel played substantial
13roles in two feature films, "Music Box" with Jessica Lange and
14"Homicide" with Joe Mantegna; in 2002, he published his first
15novel, "Money to Burn"; therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
17HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
18congratulate the Honorable James B. Zagel on his Senior Status
19as a United States District Judge for the Northern District of
20Illinois, and we wish him the best in all his future endeavors;
21and be it further
