HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to recognize the life of Richard "Dick"
4Lockhart; and
 
5    WHEREAS, Dick Lockhart grew up in Ft. Wayne, Indiana; he
6enlisted in the United States Army in December of 1942 and
7volunteered for the infantry; he was assigned to the 106th
8Infantry Division and fought in the Battle of the Bulge; at the
9age of 20, he was held as a prisoner of war in Stalag IXB, Bad
10Orb, Germany; after the Americans liberated the camp, he was
11honorably discharged at age 21 and awarded the Bronze Star and
12the Combat Infantryman Badge; he returned to the Midwest and
13completed his education at Northwestern University; and
 
14    WHEREAS, Dick Lockhart founded his own governmental
15affairs, lobbying, and association management firm, Social
16Engineering Associates, Inc. in 1958; he has been a
17professional lobbyist since 1959 and has represented a diverse
18group of clients, mostly non-profit organizations; his
19lobbying career has spanned 11 governors from William Stratton
20through Bruce Rauner; and
 
21    WHEREAS, In 1968, Dick Lockhart was retained by the
22Committee for Constitutional Reform for the successful

1campaign calling for a Constitutional Convention as well as for
2the successful referendum adopting the proposed Constitution;
3he served as Special Consultant to the President of the
4Convention; and
 
5    WHEREAS, From 1961 to 1986, Dick Lockhart was the publisher
6of the nonpartisan newsletter, the Illinois Political
7Reporter; he has authored several articles and short
8publications including "Illinois" in the "Encyclopedia
9Britannica", "How to Lobby" in "Illinois Issues", "The New (and
10Different) Legislative Glossary", "The Directory of Illinois
11Political Leaders", "Words, Wise and Otherwise", and "Lockhart
12Logic"; and
 
13    WHEREAS, Dick Lockhart was named as one of the "10 Best
14Lobbyists in Illinois" by the Chicago Sun-Times; he served as
15Speaker of the Third House in 1981 and was the recipient of
16that organization's Lifetime Achievement Award in 2004; he has
17been a long-standing member of the Business & Industry
18Federation of Economic Concern and the Chicago Area Public
19Affairs Group; and
 
20    WHEREAS, Dick Lockhart's passions are reading and history;
21he has the impressive claim of having read over 1,600 history
22books; he has shared his personal World War II memoir and has
23been a guest speaker at schools and universities as a World War

1II veteran and former POW; in 2014, he and a small group of
2members of the 106th Infantry Division were honored in Belgium
3at several ceremonies commemorating the Battle of the Bulge; he
4was a guest of honor at a dinner hosted by King Philippe and
5Queen Mathilde of Belgium; and
 
6    WHEREAS, Dick Lockhart actively supports the United States
7Holocaust Memorial Museum, the Illinois State Library, and the
8Allen County Public Library in Ft. Wayne, Indiana; he is
9currently writing a lobbying guide focusing on working with the
10Illinois General Assembly; therefore, be it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
12HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
13recognize the life of Richard "Dick" Lockhart and wish him the
14best in all his future endeavors; and be it further
 
15    RESOLVED, That a suitable copy of this resolution be
16presented to Dick Lockhart as a symbol of our respect and
17esteem.
