HOUSE RESOLUTION

 
2    WHEREAS, Racial profiling of, and racial discrimination
3against, racial and ethnic minorities by State and local law
4enforcement agencies are still prevalent in this State; and
 
5    WHEREAS, Many judges, prosecuting attorneys, and defense
6attorneys are unaware of the prevalence and extent of that
7profiling and discrimination; and
 
8    WHEREAS, Two-hundred and forty six years of slavery in the
9United States and 100 years of segregation and
10disenfranchisement laws, often referred to as Jim Crow laws,
11still have a profound effect on our society; and
 
12    WHEREAS, We, as a nation, have not fully recovered from
13these past injustices; and
 
14    WHEREAS, A new version of segregation and
15disenfranchisement laws are emerging in this country with voter
16suppression and the open demonstrations of violent behavior by
17White supremacists; and
 
18    WHEREAS, The Illinois Supreme Court established: (1) the
19Code of Judicial Conduct (Supreme Court Rules 61 through 85);
20(2) Minimum Continuing Legal Education Rules for attorneys

1(Supreme Court Rules 790 through 798); and (3) the Illinois
2Rules of Professional Conduct of 2010 governing attorneys'
3conduct; therefore, be it
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the
6House of Representatives urges the Illinois Supreme Court to
7require that judges, prosecuting attorneys, and criminal
8defense attorneys receive periodic training about racial
9profiling and racial discrimination; and be it further
 
10    RESOLVED, That a suitable copy of this Resolution be
11presented to Chief Justice of the Illinois Supreme Court.
