HOUSE RESOLUTION

WHEREAS, Racial profiling of, and racial discrimination against, racial and ethnic minorities by State and local law enforcement agencies are still prevalent in this State; and

WHEREAS, Many judges, prosecuting attorneys, and defense attorneys are unaware of the prevalence and extent of that profiling and discrimination; and

WHEREAS, Two-hundred and forty six years of slavery in the United States and 100 years of segregation and disenfranchisement laws, often referred to as Jim Crow laws, still have a profound effect on our society; and

WHEREAS, We, as a nation, have not fully recovered from these past injustices; and

WHEREAS, A new version of segregation and disenfranchisement laws are emerging in this country with voter suppression and the open demonstrations of violent behavior by White supremacists; and

WHEREAS, The Illinois Supreme Court established: (1) the Code of Judicial Conduct (Supreme Court Rules 61 through 85); (2) Minimum Continuing Legal Education Rules for attorneys (Supreme Court Rules 790 through 798); and (3) the Illinois Rules of Professional Conduct of 2010 governing attorneys' conduct; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the House of Representatives urges the Illinois Supreme Court to require that judges, prosecuting attorneys, and criminal defense attorneys receive periodic training about racial profiling and racial discrimination; and be it further

RESOLVED, That a suitable copy of this Resolution be presented to Chief Justice of the Illinois Supreme Court.
