HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives were saddened to learn of the death of Harlow
4"Bud" Swartout Jr., who passed away on November 20, 2017; and
 
5    WHEREAS, Bud Swartout was born in Galesburg to Harlow
6"Jerry" Sr. and Florence (Hawkins) Swartout on October 28,
71927; he graduated from Galesburg High School, where he played
8football, wrestled, and competed in track and field; he earned
9a college football scholarship to Drake University in Des
10Moines, Iowa; and
 
11    WHEREAS, Bud Swartout attended Drake University until he
12was drafted during World War II and served his country with
13pride as a member of the U.S. Army; upon being discharged from
14military service, he attended Illinois State University, where
15he earned a bachelor's and master's degree; and
 
16    WHEREAS, Bud Swartout married JoAnn Sterling in 1951; they
17were parents to children Jerry and Nancy and grandparents to
18seven grandchildren and two great-grandchildren; and
 
19    WHEREAS, Bud Swartout began teaching and coaching in the
20small town of Fisher in 1951; he relocated to Woodstock in
211954, where he taught science, served as an assistant football,

1basketball, and track coach, and volunteered in a variety of
2other roles until well beyond his retirement from the classroom
3in 1991; and
 
4    WHEREAS, Bud Swartout earned the name "Bio Bud" for
5instilling a love and respect for biology and science in the
6students he taught; and
 
7    WHEREAS, Bud Swartout continued to volunteer and coach
8after retirement, eventually serving as an assistant football
9coach under five coaches, including Bob Bradshaw who brought
10the Woodstock Blue Streaks their first state championship in
111983; and
 
12    WHEREAS, Bud Swartout volunteered for over 50 years as the
13scorekeeper for countless wrestling matches at the high school;
14he also lined the football field and taped ankles for athletes;
15and
 
16    WHEREAS, Bud Swartout volunteered in the activities
17department at the Valley Hi Nursing Home in McHenry County two
18mornings each week for over 20 years, adapting activities so
19that all Valley Hi residents, including those in wheelchairs,
20could participate in a variety of fun activities; and
 
21    WHEREAS, Shortly after his retirement, a special award was

1established in Bud Swartout's name to honor senior student
2athletes who participated in three sports during each of their
3four years of high school; and
 
4    WHEREAS, In 1995, the COACHES Scholarship (Competition,
5Optimism, Attitude, Citizenship, Honesty, Effort and
6Sportsmanship) bearing Bud Swartout's name was created and
7continues to be awarded annually to the student athlete who
8most exemplifies the pillars of character taught by Bud in the
9classroom and on the athletic playing field; and
 
10    WHEREAS, Bud Swartout was elected to the Illinois High
11School Football Coaches Association in 1995 and the Woodstock
12High School Athletics Hall of Fame in 1996; the press box on
13the Woodstock High School football field is named in his honor;
14and
 
15    WHEREAS, In 2011, the District 200 Education Foundation
16presented its first-ever Award of Excellence to Bud Swartout
17for exemplary service to the students of Woodstock School
18District 200; and
 
19    WHEREAS, Bud Swartout lived an exemplary life filled with
20positive energy, a competitive spirit, enthusiasm, and
21kindness which had a positive impact on the lives of thousands
22of students over six decades through service to youth that

1spanned generations; and
 
2    WHEREAS, The surviving children, grandchildren, and
3great-grandchildren of Bud Swartout can be proud of the legacy
4and lasting impact their father, grandfather, and
5great-grandfather had on the greater Woodstock community;
6therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
8HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
9mourn the passing of Harlow "Bud" Swartout Jr., and extend our
10sincere condolences to his family, friends, and all who knew
11and loved him; and be it further
 
12    RESOLVED, That a suitable copy of this resolution be
13presented to the family of Bud Swartout as an expression of our
14appreciation of his service to District 200 children, and of
15our deepest sympathy.
