HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to honor and celebrate the life of Former
4Chief Judge John T. Phillips; and
 
5    WHEREAS, Longtime Lake County Circuit Court Judge John T.
6Phillips passed away surrounded by family on January 6, 2018;
7and
 
8    WHEREAS, Chief Judge Phillips served the 19th Judicial
9Circuit for more than 20 years; and
 
10    WHEREAS, Chief Judge Phillips graduated from Coe College in
111969 and from the University of Iowa School of Law in 1972; and
 
12    WHEREAS, Chief Judge Phillips served in the United States
13Air Force, active and reserve duty, for 28 years, and attained
14the rank of Lieutenant Colonel; and
 
15    WHEREAS, Chief Judge Phillips practiced law in Grayslake
16with the firm Churchill, Baumgartner, and Phillips from 1976
17until 1992; and
 
18    WHEREAS, Chief Judge Phillips was appointed Associate
19Judge in 1993, elected Circuit Judge in 2006, and elected Chief

1Judge in 2014; and
 
2    WHEREAS, Chief Judge Phillips served in every division of
3the 19th Judicial Circuit, but he is best known for the
4integral part he played in the formation of the circuit's drug,
5mental health, and veteran's courts, leading to his unanimous
6election to Chief Judge by his peers in 2014; and
 
7    WHEREAS, Chief Judge Phillips served in the position of
8Chief Judge until his retirement in 2016; and
 
9    WHEREAS, Chief Judge Phillips also served on the Special
10Supreme Court Advisory Committee for Justice and Mental Health
11Planning of the Illinois Supreme Court; and
 
12    WHEREAS, Chief Judge Phillips also actively served his
13community through many organizations, such as the Rotary Club,
14the Veterans of Foreign Wars, and the American Legion; and
 
15    WHEREAS, The knowledge, integrity, and advocacy of Chief
16Judge John T. Phillips will truly be missed; therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
18HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
19honor and celebrate the life of Chief Judge John T. Phillips
20and we recognize his many years of dedicated service to the

119th Judicial Circuit and his fellow citizens; and be it
2further
 
3    RESOLVED, That a suitable copy of this resolution be
4presented to the family of Chief Judge Phillips as an
5expression of our deepest sympathy.
