1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Illinois Complete Count Commission Act.
 
6    Section 5. Commission; members; meetings.
7    (a) The Illinois Complete Count Commission is created,
8which shall consist of the following members:
9        (1) the President of the Senate or his or her designee;
10        (2) the Speaker of the House of Representatives or his
11    or her designee;
12        (3) the Minority Leader of the Senate or his or her
13    designee;
14        (4) the Minority Leader of the House of Representatives
15    or his or her designee;
16        (5) the Mayor of Chicago or his or her designee;
17        (6) the Governor or his or her designee;
18        (7) the Secretary of State or his or her designee;
19        (8) the President of the Cook County Board or his or
20    her designee;
21        (9) three individuals representing units of local
22    government outside of the City of Chicago, reflecting the
23    geographic diversity of the State, appointed by the

1    Secretary of State;
2        (10) four individuals representing units of local
3    government outside of the City of Chicago, reflecting the
4    geographic diversity of the State, appointed by the
5    Governor;
6        (11) one representative each from four different
7    organizations representing the interests of minorities in
8    the State appointed by the Secretary of State; and
9        (12) one representative each from three different
10    organizations representing the interests of business in
11    the State, including one organization representing
12    minority business interests appointed by the Governor.
13    (b) Members shall serve at the pleasure of their respective
14appointing official and vacancies shall be filled in the same
15manner as the initial appointment.
16    (c) The Secretary of State shall serve as chairperson of
17the Commission. The Commission shall meet at the call of the
18chair or upon request of any 10 members of the Commission.
 
19    Section 10. Expenses; Director; Assistant Director.
20    (a) Members of the Commission shall receive no
21compensation, but may be reimbursed for expenses incurred in
22the course of their service to the Commission out of any moneys
23available for that purpose.
24    (b) The Commission may employ a Director and Assistant
25Director upon a two-thirds vote of the full membership of the

1Commission. The Director and Assistant Director may be
2compensated from moneys appropriated or available for that
3purpose.
 
4    Section 15. Duties.
5    (a) The Commission shall develop, recommend, and assist in
6the administration of a census outreach strategy to encourage
7full participation in the 2020 federal decennial census of
8population required by Section 141 of Title 13 of the United
9States Code.
10    (b) The census outreach strategy shall include, but not be
11limited to, State agency initiatives to encourage
12participation in the 2020 Census, the establishment and support
13of school-based outreach programs, partnerships with
14non-profit community-based organizations, and a multi-lingual,
15multi-media campaign designed to ensure an accurate and
16complete count of Illinois' population.
17    (c) To assist in carrying out its duties, the Commission
18may create and appoint subcommittees as it deems appropriate
19and shall solicit participation from relevant experts and
20practitioners involved in census issues.
 
21    Section 20. Coordination; support.
22    (a) The Illinois Complete Count Commission outreach
23strategy shall be coordinated through the Office of the
24Secretary of State which shall provide administrative support

1to the Commission and coordinate with all State agencies and
2constitutional officers, as well as units of local government,
3to identify effective methods of outreach to Illinoisans and to
4provide resources to ensure the outreach program is successful
5and that all Illinoisans are counted.
6    (b) All State agencies shall inform the Office of the
7Secretary of State of their designated census coordinator and
8cooperate with the Commission and provide support to the
9Commission. For the purposes of this Section, "State agencies"
10means any executive agency or department directly responsible
11to the Governor. Other entities of State government, including
12other constitutional officers, the offices of the legislative
13and judicial branches, and units of local government shall
14cooperate and provide all reasonable assistance to the
15Commission.
 
16    Section 25. Reports.
17    The Commission shall submit an interim report to the
18General Assembly by November 30, 2018, containing its
19recommended outreach strategy to encourage full participation
20and to avoid an undercount in the 2020 Census; thereafter, the
21Commission shall submit its final report to the General
22Assembly no later than June 30, 2019, specifying its
23recommended outreach strategy for implementation for the 2020
24Census.

1    Section 30. Repeal. This Act is repealed on June 30, 2021.
 
2    Section 99. Effective date. This Act takes effect upon
3becoming law.
