SYNOPSIS AS INTRODUCED:

30 ILCS 500/1-15.76 new
30 ILCS 500/55-25 new

Amends the Illinois Procurement Code. Allows the Department of Innovation and Technology to initiate a proof of concept request to inform the Department for future procurements. Allows the Department to adopt rules to implement the provisions. Defines "proof of concept request".

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Procurement Code is amended by adding Sections 1-15.76 and 55-25 as follows:

(30 ILCS 500/1-15.76 new)

Sec. 1-15.76. Proof of concept request. "Proof of concept request" means the process by which a potential purchasing agency requests a tailored solution from the vendor community prior to initiating a procurement under provisions of this Code. A potential purchasing agency may require a small-scale demonstration of the item or technology that the potential purchasing agency is seeking.

Sec. 55-25. Proof of concept.

(a) The Department of Innovation and Technology may initiate a proof of concept request. The information gathered from the proof of concept request may be used to inform the Department for a future request for proposal, invitation for bid, sole source procurement request, or other procurement under this Code.

(b) The Department of Innovation and Technology may adopt rules to implement this Section.
