1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Historical Library Act is amended by
5changing Section 5.1 as follows:
 
6    (20 ILCS 3425/5.1)  (from Ch. 128, par. 16.1)
7    Sec. 5.1. The State Historian shall establish and supervise
8a program within the Lincoln Presidential Library designed to
9preserve as historical records selected past editions of
10newspapers of this State. Such editions shall be preserved in
11accordance with industry standards and microphotographed. The
12negatives of such microphotographs shall be stored in a place
13provided by the Lincoln Presidential Library.
14    The State Historian shall determine on the basis of
15historical value the various newspaper edition files which
16shall be preserved microphotographed and shall arrange a
17schedule for such microphotographing. The State Historian or
18designee shall supervise the making of arrangements for
19acquiring access to past edition files with the editors or
20publishers of the various newspapers.
21    The method of microphotography to be employed in this
22program shall conform to the standards established pursuant to
23Section 17 of "The State Records Act", approved July 6, 1957.

1    Upon payment to the Lincoln Presidential Library of the
2required fee, any person or organization shall be granted
3access to the preserved edition supplied with any prints
4requested to be made from the negatives of the
5microphotographs. The fee required shall be determined by the
6State Historian and shall be equal in amount to the cost
7incurred by the Lincoln Presidential Library in granting such
8access supplying the requested prints.

10    Section 99. Effective date. This Act takes effect upon
11becoming law.
