SYNOPSIS AS INTRODUCED:
 
55 ILCS 5/5-25002  from Ch. 34, par. 5-25002

    Amends the Counties Code. Provides that the State Department of Public Health is not authorized to adopt or enforce rules that mandate Department-led reviews to establish compliance with the Local Health Protection Grant rules for local health departments that satisfactorily submit the required Local Health Protection Grant quarterly indicator data for the programs funded by that grant.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Counties Code is amended by changing Section
55-25002 as follows:
 
6    (55 ILCS 5/5-25002)  (from Ch. 34, par. 5-25002)
7    Sec. 5-25002. Classification of departments. County and
8multiple county health departments established under this
9Division may be classified by the Director of Public Health in
10accordance with standards relating to programs, and
11performance. The State Department of Public Health is
12authorized to promulgate rules and regulations setting forth
13minimum standards for programs and performance, including
14regulations in which the State Department of Public Health
15shall require provision of home visitation and other services
16for pregnant women, new mothers and infants who are at risk as
17defined by that Department that encompass but are not limited
18to consultation for parental and child development,
19comprehensive health education, nutritional assessment, dental
20health, and periodic health screening, referral and follow-up;
21the services shall be provided through programs funded by
22grants from the Department of Public Health from appropriations
23to the Department for that purpose. However, the State

1Department of Public Health is not authorized to adopt or

7further authorized to prescribe minimum qualifications for the
8professional, technical, and administrative staff.
