SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/9.09 new

    Amends the State Finance Act. Requires State agencies to report to the Governor's Office of Management and Budget certain information concerning federal funds either unused or unclaimed by those agencies. Requires the State agencies to report this information every 2 years. Requires the Governor's Office of Management and Budget to compile and release the State agencies' reports.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 9.09 as follows:
 
6    (30 ILCS 105/9.09 new)
7    Sec. 9.09. Federal government grant funds report.
8    (a) The purpose of this Section is to ensure that each
9State agency is taking action to receive the full amount of
10federal funds available for its programs and purposes, and that
11each State agency is managing its activities and fulfilling its
12responsibilities in a way that maximizes its eligibility for
13federal funds.
14    (b) By November 30, 2018, and by November 30 of every
15even-numbered year thereafter, each State agency shall report
16to the Governor's Office of Management and Budget all of the
17following information for the previous 2 complete fiscal years:
18        (1) The amount of federal funds that the State agency
19    received from federal sources but did not expend.
20        (2) Federal grant programs relevant to the State
21    agency's mission or programs overseen by the State agency
22    for which the State agency was eligible to apply to
23    participate in but did not apply. The information provided

1    under this paragraph (2) shall include information
2    concerning the potential amount of federal funds available
3    under the federal grant program as well as the reason that
4    the agency did not apply for the federal grant program.
5        (3) Federal grant programs relevant to the State
6    agency's mission or programs overseen by the State agency
7    for which the State agency was eligible to receive funding
8    for that required the expenditure of matching State funds
9    that the State agency did not expend. The information
10    provided under this paragraph (3) shall include
11    information concerning the potential amount of federal
12    funds available under the federal grant program.
13    By December 31, 2018, and by December 31 of every
14even-numbered year thereafter, the Governor's Office of
15Management and Budget shall compile and release the State
16agencies' reports and publish the compiled reports on the
17Office's website.
18    (c) As used in this Section, "State agency" has the meaning
19ascribed to it in the Illinois State Auditing Act.
