SYNOPSIS AS INTRODUCED:
 
ILCON Art. V, Sec. 14
ILCON Art. VIII, Sec. 2

    Proposes to amend the Executive and Finance Articles of the Illinois Constitution. Provides that the Lieutenant Governor shall not maintain a separate office and staff, but shall receive support from the Office of the Governor necessary to perform the duties and exercise the powers delegated by the Governor and prescribed by law. Provides that, apart from the salary of the Lieutenant Governor, appropriations necessary for the Lieutenant Governor to perform the duties and exercise the powers delegated by the Governor and prescribed by law shall be included in the appropriations for the Office of the Governor. Effective upon being declared adopted.

CONSTITUTIONAL AMENDMENT

 
3    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
5CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to amend the Illinois
9Constitution by changing Section 14 of Article V and Section 2
10of Article VIII as follows:

14SECTION 14. LIEUTENANT GOVERNOR - DUTIES
15    The Lieutenant Governor shall perform the duties and
16exercise the powers in the Executive Branch that may be
17delegated to him by the Governor and that may be prescribed by
18law. The Lieutenant Governor shall not maintain a separate
19office and staff but shall receive support from the Office of
20the Governor necessary to perform the duties and exercise the
21powers delegated by the Governor and prescribed by law.

FINANCE

3    (ILCON Art. VIII, Sec. 2)
4SECTION 2. STATE FINANCE
5    (a) The Governor shall prepare and submit to the General
6Assembly, at a time prescribed by law, a State budget for the
7ensuing fiscal year. The budget shall set forth the estimated
8balance of funds available for appropriation at the beginning
9of the fiscal year, the estimated receipts, and a plan for
10expenditures and obligations during the fiscal year of every
11department, authority, public corporation and quasi-public
12corporation of the State, every State college and university,
13and every other public agency created by the State, but not of
14units of local government or school districts. Apart from the
15salary for the Lieutenant Governor, appropriations necessary
16for the Lieutenant Governor to perform the duties and exercise
17the powers delegated by the Governor and prescribed by law
18shall be included in the appropriations for the Office of the
19Governor. The budget shall also set forth the indebtedness and
20contingent liabilities of the State and such other information
21as may be required by law. Proposed expenditures shall not
22exceed funds estimated to be available for the fiscal year as
23shown in the budget.
24    (b) The General Assembly by law shall make appropriations
25for all expenditures of public funds by the State.

1Appropriations for a fiscal year shall not exceed funds
2estimated by the General Assembly to be available during that
3year.

SCHEDULE
6    This Constitutional Amendment takes effect upon being
7declared adopted in accordance with Section 7 of the Illinois
8Constitutional Amendment Act.
