| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Cecil E. Payne of Rapids City, who passed | 4 | | away on October 17, 2017; and
| 5 | | WHEREAS, Cecil Payne was born in Bancroft, Wisconsin to | 6 | | Clarence and Katherine Offee Payne on July 29, 1928; he married | 7 | | Lora Stephenson in Cambridge on May 5, 1950 and served in the | 8 | | United States Army during the Korean War; and
| 9 | | WHEREAS, Cecil Payne worked for Franks Foundry in Moline, | 10 | | retiring in 1990; and
| 11 | | WHEREAS, Cecil Payne enjoyed traveling, especially | 12 | | pursuing his love of the railroad and steam engines; and
| 13 | | WHEREAS, Cecil Payne was preceded in death by a brother and | 14 | | two sisters; and
| 15 | | WHEREAS, Cecil Payne is survived by his wife, Lora; his | 16 | | children, Mary Ann (Jim Burnett) Payne, Barbara Kelley, Ralph | 17 | | (Sharon Engebretson) Payne, Nancy Schultz, Robert (Sandy) | 18 | | Payne, and Thomas (Kim) Payne; six grandchildren; and seven | 19 | | great-grandchildren; therefore, be it
