SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of William E. "Ernie" Chappel of Ramsey, who
4passed away on January 25, 2017; and
 
5    WHEREAS, William Chappel was born in Springfield to William
6Lenval and Mary Louise (Lucco) Chappel on September 8, 1950 and
7grew up on a farm near Pocahontas; he graduated from
8Pocahontas/Grant Fork Grade School and Highland High School in
91968; he earned his Bachelor of Science from the University of
10Illinois in 1972 and his Master of Business Administration from
11Southern Illinois University Edwardsville in 1978; he was a
12member of the Alpha Gamma Rho Fraternity; he married Tamara D.
13Meador-Lape in Vandalia on March 26, 1999; and
 
14    WHEREAS, William Chappel began his banking career in 1971
15with a part-time job wrapping coins in the basement of
16Champaign National Bank; his first full-time position in
17banking was with the First National Bank (now First Bank) in
18Greenville; in 1978, he moved to Vandalia and was named Senior
19Vice-President of the Farmers and Merchants Bank; he became
20President in 1981; when the bank was sold in 1984, he remained
21as President of both the Vandalia and Greenville Banks; in
221990, he resigned and became President of the First National
23Bank in Vandalia; most recently, he was on the Board of

1Directors of The First National Bank in Vandalia; and
 
2    WHEREAS, William Chappel was a member of Metro Church; he
3was active in his community, including with the Rotary Club,
4the Fayette County Family YMCA, the Chamber of Commerce, the
5Office of Economic Development, the Park District, and the I-70
6Community Development Corp; he was also involved with the
7Kaskaskia College Foundation as the Co-Chair for their capital
8campaign for the new satellite campus in Vandalia; he was on
9the Greenville Regional Hospital Board of Directors, CBAI, and
10the St. Louis Federal Reserve Board of Directors; and
 
11    WHEREAS, William Chappel was preceded in death by his
12parents and his sister, Cynthia K. "Cindy" Chappel; and
 
13    WHEREAS, William Chappel is survived by his wife, Tammy;
14his children, Christopher J. "Chris" (Beth) Chappel, William
15Ryan Chappel, Melissa D. (Ken) Lounsbury, Megan K. (Kyle)
16Miller, Lesley L. Lape, and Adam E. Lape; his grandchildren,
17Jack, Dylan, Elijah, Lydia, Brynley, Jaelyn, Peyton, and one on
18the way; and his sisters, Gena (Jeff) Moore, and Cari (Jeff)
19Outman; therefore, be it
 
20    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
21ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
22William E. "Ernie" Chappel, and extend our sincere condolences

1to his family, friends, and all who knew and loved him; and be
2it further
 
3    RESOLVED, That a suitable copy of this resolution be
4presented to the family of William Chappel as an expression of
5our deepest sympathy.
