SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of William J. Skaggs of Moline, who passed
4away on January 10, 2018; and
 
5    WHEREAS, Bill Skaggs was born in Davenport, Iowa on March
615, 1934; he was adopted by Mabel and Earl Skaggs; his mother
7later married Leroy "Red" Thiessin; he graduated from United
8Township High School, where he played sports; then enlisted in
9the United States Army during the Korean War; he was stationed
10in Japan as a radar technician for three years; after he
11returned from Japan, he married Audrey Funderburgh; and
 
12    WHEREAS, Bill Skaggs worked at the former Illinois Bell
13Telephone Company as an installer and repairman; he retired
14after 39 years; and
 
15    WHEREAS, Bill Skaggs was a member of the Telephone
16Pioneers, where he held office and was active in all volunteer
17activities; he was especially proud of repairing "talking
18books" for the blind for the National Library Service; and
 
19    WHEREAS, Bill Skaggs enjoyed bowling, most often on the
20same team as his son, Jim; he coached his daughter in softball
21and his sons in baseball and basketball; he rarely missed a

1game, and he and his wife enjoyed traveling to out-of-town
2games; and
 
3    WHEREAS, Bill Skaggs is survived by his wife, Audrey; his
4children, Jim (Mindy) Skaggs, Sheila Gay-Skaggs, Paul (Robin)
5Skaggs, and Steve Skaggs; his 12 grandchildren; and his nine
6great-grandchildren; therefore, be it
 
7    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
8ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
9William J. Skaggs and extend our sincere condolences to his
10family, friends, and all who knew and loved him; and be it
11further
 
12    RESOLVED, That a suitable copy of this resolution be
13presented to the family of Bill Skaggs as an expression of our
14deepest sympathy.
