SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Zuleika P. "Leika" Hasbrouck, formerly of
4the South Loop in Chicago, who passed away on December 22,
52016; and
 
6    WHEREAS, Zuleika Hasbrouck was born to James Tolbert and
7Barbara Woodford in Pasadena, California on August 24, 1977,
8the second of five children; she graduated from Blair High
9School in 1995 and earned her license in cosmetology from
10Pasadena City College in 1997; she married LaMar Hasbrouck in
11Los Angeles, California on October 31, 2008; and
 
12    WHEREAS, Zuleika Hasbrouck spent more than a decade in the
13beauty, make-up, and entertainment industry, including with
14Clinique, Estee Lauder, and E Entertainment/G4 Media, before
15launching Lovelei Cosmetics, LLC in 2007; her web-based company
16grew from a personal beauty consultation company to a niche
17business specializing in cosmetics for women of color; and
 
18    WHEREAS, Zuleika Hasbrouck worked with diligence and
19passion to achieve the goals of her company; she expanded her
20client base to include government officials and celebrities;
21her work was featured in regional and national advertising
22campaigns, including Pomi Pasta and Chronogram Magazine; she

1sponsored the Hollywood Black Film Festival, appeared in the
2fourth season of the reality TV series MasterChef, and was a
3Brand Ambassador for DevaCurl; she was a professional member of
4Make-up Art Cosmetics, Cosmetic Executive Women, Global
5Cosmetic Industry, and the California Bureau of Barbering and
6Cosmetology; and
 
7    WHEREAS, Zuleika Hasbrouck constantly worked to improve
8her business acumen; she studied business management and
9marketing at Columbia College in Chicago, and was an avid
10student of Mandarin Chinese; and
 
11    WHEREAS, Zuleika Hasbrouck was a loving and devoted wife,
12and stepmother to three daughters, Baele Hasbrouck, Maysa
13Hasbrouck, and Lalah Hasbrouck; and
 
14    WHEREAS, Zuleika Hasbrouck enthusiastically served as
15"first lady of public health" for the State of Illinois,
16supporting her husband Dr. LaMar Hasbrouck, the seventeenth
17Director of the Illinois Department of Public Health
18(2012-2015); she was actively engaged in several health
19initiatives, including the March of Dimes March for Babies,
20AIDS Walk-Run Chicago, Carolyn Adams Ticket for the Cure, First
21Ladies Health Luncheon, Black Women's Expo, Real Men Cook, and
22the National Minority Organ/Tissue Donor Day; and

1    WHEREAS, Zuleika Hasbrouck had an infectious personality,
2contagious sense of humor, and a heartfelt passion for life;
3she enjoyed dancing, live concerts, roller skating, fashion,
4and traveling; she volunteered at the Pacific Garden Mission
5shelter in Chicago, and Phoenix Children's Hospital; her desire
6was to use her palette and skills to make people feel and look
7beautiful; and
 
8    WHEREAS, Zuleika Hasbrouck was preceded in death by her
9brother, Kojo Tolbert; and
 
10    WHEREAS, Zuleika Hasbrouck is survived by her mother,
11Barbara Woodford-Powell; her stepfather, Calvin Powell; her
12father, James Tolbert; her sisters, Rahja Oyakemeagbegha, and
13Lelani Grey; her brother, Kofi Tolbert; and her nieces, Alatimi
14Oyakemeagbegha, Ineware Oyakemeagbegha, and Ellen Grey;
15therefore, be it
 
16    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
17ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with her
18family and friends, mourn the sudden and unexpected passing of
19Zuleika P. "Leika" Hasbrouck, and extend our sincere
20condolences to her family, friends, and all who knew and loved
21her; and be it further
 
22    RESOLVED, That a suitable copy of this resolution be

2expression of our deepest sympathy.
