HOUSE JOINT RESOLUTION

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that the Medicaid Buy-In Task Force is created to:

(1) Determine how many people are currently uninsured compared to how many people have health care through their employer, the exchanges and Medicaid;

(2) Evaluate current health care plan costs for private insurance compared to Medicaid managed care plans;

(3) Estimate how many uninsured citizens in Illinois would take advantage of this program if created;

(4) Estimate the federal financial subsidies the State would be able to take advantage of if this program were created; and

(5) Estimate the total cost to the State of creating a Medicaid buy-in coverage option, which would include administrative costs for administering the program and costs for expanding Medicaid to that estimated population; and be it further

RESOLVED, That the Task Force shall consist of the following members, who shall serve without compensation:

(1) The Director of the Department of Healthcare and Family Services, or his or her designee, who shall serve as chair;

(2) Two members of the House of Representatives, appointed by the Speaker of the House;

(3) Two members of the House of Representatives, appointed by the House Minority Leader;

(4) Two members of the Illinois Senate, appointed by the Senate President;

(5) Two members of the Illinois Senate, appointed by the Senate Minority Leader; and

(6) 8 members appointed by the Governor who represent the following:

(a) Organizations that advocate for Medicaid recipients;

(b) Organizations that provide Medicaid services or represent Medicaid health plans; and

(c) Organizations that represent health care providers involved in delivering services to Medicaid recipients; and be it further

RESOLVED, That the Department of Healthcare and Family Services shall provide administrative support; and be it further

RESOLVED, That once all members have been appointed, the Task Force shall hold its first meeting at the call of the chair and then at least once a month after that; and be it further

RESOLVED, That the Task Force shall file its final report with the Governor and the General Assembly no later than December 31, 2020 and is dissolved upon the filing of the report.
