SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Richard Thomas Dunn of Carmel,
4California, who passed away on April 24, 2019; and
 
5    WHEREAS, Richard Dunn was born in Normal to Richard Francis
6Dunn and Clara Phoebe Huxtable on August 21, 1918; he attended
7high school in Normal and earned his bachelor of arts degree at
8the University of Illinois Urbana-Champaign in 1940; he served
9for over 30 years as a commissioned officer in the U.S. Army,
10which included over five years of extended active duty during
11World War II, another two years during the Korean War, and a
12short inspection tour in Vietnam in 1969; after World War II,
13he returned to the College of Law at the University of Illinois
14and earned a Juris Doctor; he was admitted to the practice of
15law in the State of Illinois on January 20, 1947; he was
16subsequently admitted to practice before the United States
17District, Circuit, and Supreme courts; and
 
18    WHEREAS, In 1963, Richard Dunn was appointed as a brigadier
19general of the line in the Illinois Army National Guard and as
20a brigadier general in the U.S. Army; he served in that
21position until his retirement in 1970; his last duty assignment
22was as commanding general, Emergency Operation Headquarters,
23Illinois Army National Guard, from March 1968 until July 4,

11970, during which time he commanded all troops during six
2civil disturbances, which included the riots in Chicago that
3followed Martin Luther King Jr.'s assassination, the
4demonstrations and rioting during the Democratic National
5Convention of 1968, and a disturbance at the Urbana-Champaign
6campus of the University of Illinois in March of 1970; and
 
7    WHEREAS, Following adoption of the Illinois Constitution
8of 1970, Richard Dunn was one of three lawyers appointed to
9serve on the newly created Judicial Inquiry Board; he was
10elected by the nine board members as the first permanent
11chairman of the board; and
 
12    WHEREAS, In 1982, Richard Dunn was appointed by the
13Illinois Supreme Court as a member of its Committee on
14Professional Responsibility; in 1985, he was appointed by the
15court as chairman of the committee; he continued to serve on
16the committee until December 31, 1996; and
 
17    WHEREAS, In 1998, the McLean County Bar Association awarded
18Richard Dunn the Lincoln Award of Excellence in recognition of
19dedicated service for the public good and the highest standards
20of legal professionalism; earlier in his career, he served as
21legal counsel of the Board of Governors of State Colleges and
22Universities; he closed his practice in December 2000; and

1    WHEREAS, Richard Dunn was active in community, civic, and
2church activities; he served as president of the Bloomington
3Association of Commerce and as a director and regional vice
4president of the Illinois State Chamber of Commerce; he
5participated in parish and diocesan lay activities, which
6included a parish program that raised over $1,100,000 for
7construction of three Catholic grade schools in
8Bloomington-Normal; he was named by the bishop of the Roman
9Catholic Diocese of Peoria as the first president of a newly
10established Diocesan Council of Catholic Men; and
 
11    WHEREAS, Richard Dunn was preceded in death by his wife of
12over 45 years, Julienne Biasi Dunn; his sister, Emily Dunn Scot
13Dale; and his brother, Robert Dunn; and
 
14    WHEREAS, Richard Dunn is survived by his wife of over 33
15years, Virginia B. Dunn; his son, Richard (Kathleen) Dunn; his
16daughter, Patricia (Laurence) Hundman; his son, Mark (Martha)
17Dunn; his son, David (Lisa) Dunn; his stepson, Peter B.
18(Stacey) Evans; 20 grandchildren; and 40 great-grandchildren;
19therefore, be it
 
20    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
21ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
22Richard Thomas Dunn and extend our sincere condolences to his
23family, friends, and all who knew and loved him; and be it

3presented to the family of Richard Dunn as an expression of our
4deepest sympathy.
