    Amends the Project Labor Agreements Act. Provides that the State Board of Education, the Capital Development Board, and the board of education of any school district shall not require a project labor agreement for any school construction project or any school construction project grant or debt service grant.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Project Labor Agreements Act is amended by
5changing Sections 10 and 15 and by adding Section 17 as
6follows:
 
7    (30 ILCS 571/10)
8    Sec. 10. Public works projects. Except as provided in
9Section 17 of this Act, on On a project-by-project basis, a
10State department, agency, authority, board, or instrumentality
11that is under the control of the Governor shall include a
12project labor agreement on a public works project when that
13department, agency, authority, board, or instrumentality has
14determined that the agreement advances the State's interests of
15cost, efficiency, quality, safety, timeliness, skilled labor
16force, labor stability, or the State's policy to advance
17minority-owned and women-owned businesses and minority and
18female employment.

1been determined that a project labor agreement is appropriate,
2and in furtherance of the President's Executive Order 13502,
3the State department, agency, authority, board, or
4instrumentality responsible for awarding the project may
5include a project labor agreement on a public works project
6funded in whole or in part with federal funds.

9    Sec. 17. School construction projects; grants.
10Notwithstanding any other provision of this Act, the State
11Board of Education, the Capital Development Board, and the
12board of education of any school district shall not require a
13project labor agreement for any school construction project or
14any school construction project grant or debt service grant
15provided under the School Construction Law.
