 1        AN ACT in regard to vehicles.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  State  Finance Act is amended by adding
 5    Section 5.595 as follows:

 6        (30 ILCS 105/5.595 new)
 7        Sec. 5.595.  The Lions of Illinois Fund.

 8        Section 10.  The Illinois  Vehicle  Code  is  amended  by
 9    adding Section 3-663 as follows:

11        Sec. 3-663.  Lions of Illinois license plates.
12        (a)  In  addition to any other special license plate, the
13    Secretary,  upon  receipt  of   all   applicable   fees   and
14    applications  made in the form prescribed by the Secretary of
15    State,  may  issue  Lions  of  Illinois  license  plates   to
16    residents  of  Illinois  who  meet  eligibility  requirements
17    prescribed  by  the Secretary of State.  The special Lions of
18    Illinois plate issued under this  Section  shall  be  affixed
19    only  to  passenger  vehicles of the first division and motor
20    vehicles of the second division weighing not more than  8,000
21    pounds.   Plates  issued  under  this  Section  shall  expire
22    according to the staggered multi-year  procedure  established
23    by Section 3-414.1 of this Code.
24        (b)  The design, color, and format of the plates shall be
25    wholly  within  the  discretion  of  the  Secretary of State,
26    except that the  International  Association  of  Lions  Clubs
27    emblem  shall  appear at the lower right corner of the plate,
28    and immediately to the left of the emblem  shall  appear  the
29    following  words: "Lions of Illinois".  The Secretary may, in

 1    his or her discretion, allow  the  plates  to  be  issued  as
 2    vanity  or  personalized  plates  in  accordance with Section
 3    3-405.1 of  this  Code.   The  plates  are  not  required  to
 4    designate  "Land Of Lincoln", as prescribed in subsection (b)
 5    of Section 3-412 of this Code.  The Secretary shall prescribe
 6    the eligibility requirements and, in his or  her  discretion,
 7    shall  approve  and  prescribe stickers or decals as provided
 8    under Section 3-412.
 9        (c)  An applicant shall be charged a $40 fee for original
10    issuance in addition to the applicable registration fee.   Of
11    this additional fee, $25 shall be deposited into the Lions of
12    Illinois  Fund  and $15 shall be deposited into the Secretary
13    of State Special License Plate Fund.  For  each  registration
14    renewal  period,  a  $27  fee, in addition to the appropriate
15    registration fee, shall be charged. Of this fee, $25 shall be
16    deposited into the Lions of Illinois Fund  and  $2  shall  be
17    deposited  into  the Secretary of State Special License Plate
18    Fund.
19        (d)  The Lions of Illinois Fund is created as  a  special
20    fund  in  the  State  treasury.  All  moneys  in the Lions of
21    Illinois Fund shall be paid, subject to appropriation by  the
22    General  Assembly and approval by the Secretary, as grants to
23    the Lions of Illinois Endowment Fund.
