 1                    AMENDMENT TO HOUSE BILL 2654

 2        AMENDMENT NO.     .  Amend House Bill 2654  by  replacing
 3    everything after the enacting clause with the following:

 4        "Section 5.  The State Finance Act is amended by changing
 5    Sections 8g as follows:

 6        (30 ILCS 105/8g)
 7        Sec. 8g. Transfers from General Revenue Fund.
 8        (a)  In  addition  to  any  other  transfers  that may be
 9    provided for by law, as soon as may be  practical  after  the
10    effective  date  of  this  amendatory Act of the 91st General
11    Assembly, the State Comptroller shall direct  and  the  State
12    Treasurer  shall  transfer  the  sum  of $10,000,000 from the
13    General Revenue Fund to the Motor Vehicle License Plate  Fund
14    created by Senate Bill 1028 of the 91st General Assembly.
15        (b)  In  addition  to  any  other  transfers  that may be
16    provided for by law, as soon as may be  practical  after  the
17    effective  date  of  this  amendatory Act of the 91st General
18    Assembly, the State Comptroller shall direct  and  the  State
19    Treasurer  shall  transfer  the  sum  of $25,000,000 from the
20    General Revenue Fund to the Fund for Illinois' Future created
21    by Senate Bill 1066 of the 91st General Assembly.
22        (c)  In addition to  any  other  transfers  that  may  be

 1    provided  for  by  law,  on  August  30 of each fiscal year's
 2    license period, the Illinois Liquor Control Commission  shall
 3    direct  and  the  State Comptroller and State Treasurer shall
 4    transfer  from  the  General  Revenue  Fund  to   the   Youth
 5    Alcoholism  and  Substance  Abuse  Prevention  Fund an amount
 6    equal to the number of retail liquor licenses issued for that
 7    fiscal year multiplied by $50.
 8        (d)  The payments to programs required  under  subsection
 9    (d)  of Section 28.1 of the Horse Racing Act of 1975 shall be
10    made, pursuant  to  appropriation,  from  the  special  funds
11    referred  to in the statutes cited in that subsection, rather
12    than directly from the General Revenue Fund.
13        Beginning January 1, 2000,  on  the  first  day  of  each
14    month,  or  as soon as may be practical thereafter, the State
15    Comptroller  shall  direct  and  the  State  Treasurer  shall
16    transfer from the General Revenue Fund to each of the special
17    funds from which  payments  are  to  be  made  under  Section
18    28.1(d)  of  the  Horse Racing Act of 1975 an amount equal to
19    1/12 of the annual amount required for  those  payments  from
20    that  special  fund, which annual amount shall not exceed the
21    annual amount for those payments from that special  fund  for
22    the calendar year 1998.  The special funds to which transfers
23    shall  be made under this subsection (d) include, but are not
24    necessarily limited to, the Agricultural  Premium  Fund;  the
25    Metropolitan  Exposition Auditorium and Office Building Fund;
26    the Fair and Exposition Fund; the Standardbred Breeders Fund;
27    the Thoroughbred Breeders Fund; and  the  Illinois  Veterans'
28    Rehabilitation Fund.
29        (e)  In  addition  to  any  other  transfers  that may be
30    provided for by law, as soon as may be  practical  after  the
31    effective  date  of  this  amendatory Act of the 91st General
32    Assembly, but in no event later than June 30, 2000, the State
33    Comptroller  shall  direct  and  the  State  Treasurer  shall
34    transfer the sum of $15,000,000 from the General Revenue Fund

 1    to the Fund for Illinois' Future.
 2        (f)  In addition to  any  other  transfers  that  may  be
 3    provided  for  by  law, as soon as may be practical after the
 4    effective date of this amendatory Act  of  the  91st  General
 5    Assembly, but in no event later than June 30, 2000, the State
 6    Comptroller  shall  direct  and  the  State  Treasurer  shall
 7    transfer the sum of $70,000,000 from the General Revenue Fund
 8    to the Long-Term Care Provider Fund.
 9        (f-1)  In  fiscal  year  2002,  in  addition to any other
10    transfers that may be provided for by law, at  the  direction
11    of  and  upon  notification  from  the  Governor,  the  State
12    Comptroller  shall  direct  and  the  State  Treasurer  shall
13    transfer  amounts  not exceeding a total of $160,000,000 from
14    the General Revenue Fund to the Long-Term Care Provider Fund.
15        (g)  In addition to  any  other  transfers  that  may  be
16    provided  for  by law, on July 1, 2001, or as soon thereafter
17    as may be practical, the State Comptroller shall  direct  and
18    the State Treasurer shall transfer the sum of $1,200,000 from
19    the General Revenue Fund to the Violence Prevention Fund.
20        (h)  In  each  of fiscal years 2002 through 2007, but not
21    thereafter, in addition to any other transfers  that  may  be
22    provided  for  by law, the State Comptroller shall direct and
23    the  State  Treasurer  shall  transfer  $5,000,000  from  the
24    General Revenue Fund to the Tourism Promotion Fund.
25        (i)  On or after July 1, 2001 and until May 1,  2002,  in
26    addition  to  any other transfers that may be provided for by
27    law, at the direction  of  and  upon  notification  from  the
28    Governor,  the  State  Comptroller shall direct and the State
29    Treasurer shall transfer amounts not  exceeding  a  total  of
30    $80,000,000  from  the  General  Revenue  Fund to the Tobacco
31    Settlement Recovery Fund.  Any amounts so  transferred  shall
32    be  re-transferred  by  the  State  Comptroller and the State
33    Treasurer from the Tobacco Settlement Recovery  Fund  to  the
34    General   Revenue   Fund   at   the  direction  of  and  upon

 1    notification from the Governor, but in any event on or before
 2    June 30, 2002.
 3        (i-1)  On or after July 1, 2002 and until May 1, 2003, in
 4    addition to any other transfers that may be provided  for  by
 5    law,  at  the  direction  of  and  upon notification from the
 6    Governor, the State Comptroller shall direct  and  the  State
 7    Treasurer  shall  transfer  amounts  not exceeding a total of
 8    $80,000,000 from the General  Revenue  Fund  to  the  Tobacco
 9    Settlement  Recovery  Fund.  Any amounts so transferred shall
10    be re-transferred by the  State  Comptroller  and  the  State
11    Treasurer  from  the  Tobacco Settlement Recovery Fund to the
12    General  Revenue  Fund  at  the   direction   of   and   upon
13    notification from the Governor, but in any event on or before
14    June 30, 2003.
15        (j)  On  or after July 1, 2001 and no later than June 30,
16    2002, in addition to any other transfers that may be provided
17    for by law, at the direction of and  upon  notification  from
18    the  Governor,  the  State  Comptroller  shall direct and the
19    State Treasurer shall transfer  amounts  not  to  exceed  the
20    following sums into the Statistical Services Revolving Fund:
21        From the General Revenue Fund...............   $8,450,000
22        From the Public Utility Fund................    1,700,000
23        From the Transportation Regulatory Fund.....    2,650,000
24        From the Title III Social Security and
25          Employment Fund...........................    3,700,000
26        From the Professions Indirect Cost Fund.....    4,050,000
27        From the Underground Storage Tank Fund......      550,000
28        From the Agricultural Premium Fund..........      750,000

 8        (k)  In  addition  to  any  other  transfers  that may be
 9    provided for by law, as soon as may be  practical  after  the
10    effective  date  of  this  amendatory Act of the 92nd General
11    Assembly, the State Comptroller shall direct  and  the  State
12    Treasurer  shall  transfer  the  sum  of  $2,000,000 from the
13    General  Revenue  Fund  to  the  Teachers  Health   Insurance
14    Security Fund.
15        (k-1)  In  addition  to  any  other transfers that may be
16    provided for by law, on July 1, 2002, or as soon  as  may  be
17    practical  thereafter, the State Comptroller shall direct and
18    the State Treasurer shall transfer the sum of $2,000,000 from
19    the General Revenue Fund to  the  Teachers  Health  Insurance
20    Security Fund.
21        (k-2)  In  addition  to  any  other transfers that may be
22    provided for by law, on July 1, 2003, or as soon  as  may  be
23    practical  thereafter, the State Comptroller shall direct and
24    the State Treasurer shall transfer the sum of $2,000,000 from
25    the General Revenue Fund to  the  Teachers  Health  Insurance
26    Security Fund.
27        (k-3)  On  or  after  July 1, 2002 and no later than June
28    30, 2003, in addition to any  other  transfers  that  may  be
29    provided   for   by   law,  at  the  direction  of  and  upon
30    notification from the Governor, the State  Comptroller  shall
31    direct  and the State Treasurer shall transfer amounts not to
32    exceed the  following  sums  into  the  Statistical  Services
33    Revolving Fund:
34        Appraisal Administration Fund...............     $150,000

13        (l)  In  addition  to  any  other  transfers  that may be
14    provided for by law, on July 1, 2002, or as soon  as  may  be
15    practical  thereafter, the State Comptroller shall direct and
16    the State Treasurer shall transfer the sum of $3,000,000 from
17    the General Revenue Fund  to  the  Presidential  Library  and
18    Museum Operating Fund.
19        (m)  In  addition  to  any  other  transfers  that may be
20    provided for by law, on July 1, 2002  and  on  the  effective
21    date  of this amendatory Act of the 93rd General Assembly, or
22    as soon thereafter as may be practical, the State Comptroller
23    shall direct and the State Treasurer shall transfer  the  sum
24    of  $1,200,000  from the General Revenue Fund to the Violence
25    Prevention Fund.
26        (n)  In addition to  any  other  transfers  that  may  be
27    provided  for  by law, on July 1, 2003, or as soon thereafter
28    as may be practical, the State Comptroller shall  direct  and
29    the State Treasurer shall transfer the sum of $6,800,000 from
30    the General Revenue Fund to the DHS Recoveries Trust Fund.
31        (o)  On or after July 1, 2003, and no later than June 30,
32    2004, in addition to any other transfers that may be provided
33    for  by  law,  at the direction of and upon notification from
34    the Governor, the State  Comptroller  shall  direct  and  the

 1    State  Treasurer  shall  transfer  amounts  not to exceed the
 2    following sums into the Vehicle Inspection Fund:
 3        From the Underground Storage Tank Fund .....$35,000,000.
 4        (p)  On or after July 1, 2003 and until May 1,  2004,  in
 5    addition  to  any other transfers that may be provided for by
 6    law, at the direction  of  and  upon  notification  from  the
 7    Governor,  the  State  Comptroller shall direct and the State
 8    Treasurer shall transfer amounts not  exceeding  a  total  of
 9    $80,000,000  from  the  General  Revenue  Fund to the Tobacco
10    Settlement Recovery Fund. Any amounts so transferred shall be
11    re-transferred from the Tobacco Settlement Recovery  Fund  to
12    the  General  Revenue  Fund  at  the  direction  of  and upon
13    notification from the Governor, but in any event on or before
14    June 30, 2004.
15        (q)  In addition to  any  other  transfers  that  may  be
16    provided  for  by  law, on July 1, 2003, or as soon as may be
17    practical thereafter, the State Comptroller shall direct  and
18    the State Treasurer shall transfer the sum of $5,000,000 from
19    the  General  Revenue  Fund  to  the Illinois Military Family
20    Relief Fund.
21        (r)  In addition to  any  other  transfers  that  may  be
22    provided  for  by  law, on July 1, 2003, or as soon as may be
23    practical thereafter, the State Comptroller shall direct  and
24    the State Treasurer shall transfer the sum of $1,922,000 from
25    the  General  Revenue  Fund  to  the Presidential Library and
26    Museum Operating Fund.
27        (s)  In addition to  any  other  transfers  that  may  be
28    provided  for  by  law,  on  or after July 1, 2003, the State
29    Comptroller  shall  direct  and  the  State  Treasurer  shall
30    transfer the sum of $4,800,000 from  the  Statewide  Economic
31    Development Fund to the General Revenue Fund.
32        (t)  In  addition  to  any  other  transfers  that may be
33    provided for by law, on or after  July  1,  2003,  the  State
34    Comptroller  shall  direct  and  the  State  Treasurer  shall

 1    transfer the sum of $50,000,000 from the General Revenue Fund
 2    to the Budget Stabilization Fund.
