 1        AN ACT concerning procurement.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  Illinois Procurement Code is amended by
 5    adding Section 5-30 as follows:

 6        (30 ILCS 500/5-30 new)
 7        Sec. 5-30.  Agency procurement policy.
 8        (a)  On a schedule developed by the  Board,  each  agency
 9    shall  submit  to the Board its written procurement policies.
10    Before changing a procurement policy, a  State  agency  shall
11    notify the Board in writing of its changes.
12        (b)  The  Board  may require a State agency to respond in
13    writing  to  its  inquiries  and  recommendations   regarding
14    procurement.  The  Board may assume the procurement authority
15    of a State agency that fails  to  respond  or  that  responds
16    insufficiently.  The Board's assumption of authority shall be
17    temporary until the dispute is resolved and shall be  limited
18    to the procurement policy that is the subject of the dispute.
