 1        AN ACT in relation to groundwater.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.   The  Department of Natural Resources Act is
 5    amended by adding Section 1-30 as follows:

 6        (20 ILCS 805/1-30 new)
 7        Sec. 1-30.  Aquifer study.  The Department must conduct a
 8    study to (i) develop an understanding of the geology of  each
 9    aquifer  in  the  State;  (ii) determine the groundwater flow
10    through  the  geologic  units  and  the  interaction  of  the
11    groundwater with surface  waters;  and  (iii)  determine  the
12    chemistry  of the geologic units and the groundwater in those
13    units.  Based upon information obtained from the  study,  the
14    Department  must develop geologic and groundwater flow models
15    for each underground aquifer  in  the  State  that  show  the
16    impact  of  adding  future  wells  or  of  future groundwater
17    withdrawals.

18        Section 99.  Effective date.  This Act takes effect  upon
19    becoming law.
