SYNOPSIS AS INTRODUCED:
 
20 ILCS 2310/2310-700 new

    Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department, in consultation with the Board of Higher Education, to study programs that increase the participation of minorities in health care professions and report to the Governor and General Assembly. Requires the Department to develop a statewide network of existing programs and to encourage these programs in underserved areas of the State. Authorizes the Department to award grants to these programs, subject to appropriation. Effective immediately.

1     AN ACT concerning the Department of Public Health.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Public Health Powers and
5 Duties Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 2310-700 as follows:
 
7     (20 ILCS 2310/2310-700 new)
8     Sec. 2310-700. Minority Health and Medical Careers
9 Program.
10     (a) The purpose of this Section is to establish a program
11 in the Illinois Department of Public Health to study and
12 develop a statewide network of innovative programs conducted in
13 conjunction with professional schools that attempt to increase
14 the number of qualified minority applicants to and graduates of
15 medical and other professional schools.
16     (b) The Department of Public Health, in consultation with
17 the Board of Higher Education, shall undertake a study to
18 identify the existing programs in the State to increase the
19 number of qualified minority health care professionals, any
20 geographic areas not served by these programs, the
21 effectiveness of existing programs, and recommendations for
22 improving the effectiveness of existing programs. The
23 Department of Public Health shall deliver this study to the
24 General Assembly and the Governor on or before December 31,
25 2005. Based upon this study, the Department shall establish a
26 statewide network of existing programs and encourage the
27 development of these programs for both urban and rural areas of
28 the State not served.
29     (c) The Department may provide grants, subject to
30 appropriations, to those programs conducted by professional
31 schools that have at least 500 participants from elementary
32 school to graduate school.

1     Section 99. Effective date. This Act takes effect upon
2 becoming law.
