 1        AN  ACT  relating  to  young  children's   learning   and
 2    development.

 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:

 5        Section 1.  Short title. This Act may  be  cited  as  the
 6    Illinois Early Learning Council Act.

 7        Section 5.  Illinois Early Learning Council. The Illinois
 8    Early  Learning  Council  is  hereby  created  to  coordinate
 9    existing  State programs and services for children from birth
10    to 5 years of age in order to better meet the early  learning
11    needs of children and their families.

12        Section  10.  Membership.  The  Illinois  Early  Learning
13    Council  shall  include  representation  from both public and
14    private organizations,  with  one  member  appointed  by  the
15    President of the Senate, one member appointed by the Minority
16    Leader  of the Senate, one member appointed by the Speaker of
17    the House of Representatives, one  member  appointed  by  the
18    Minority  Leader  of  the House of Representatives, and other
19    members appointed by the Governor. Members shall serve  on  a
20    voluntary, unpaid basis.
