 1        AN ACT concerning public utilities.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  Public  Utilities  Act  is  amended  by
 5    changing Section 19-125 as follows:

 6        (220 ILCS 5/19-125)
 7        Sec. 19-125.  Consumer education.
 8        (a)  The  Commerce  Commission  shall make available upon
 9    request and at no charge, and shall  make  available  to  the
10    public  on  the  Internet through the State of Illinois World
11    Wide Web site:
12             (1)  a  list  of  all  certified   alternative   gas
13        suppliers   serving   residential  and  small  commercial
14        customers within the service area  of  each  gas  utility
15        including, in the case of the Internet, computer links to
16        available  web  sites  of  the  certified alternative gas
17        suppliers;
18             (2)  a  list  of  all  certified   alternative   gas
19        suppliers   serving   residential   or  small  commercial
20        customers that have been found in the last 3 years by the
21        Commission pursuant to Section 10-108 to have  failed  to
22        provide service in accordance with this Act;
23             (3)  guidelines  to  assist customers in determining
24        which gas supplier is most appropriate for each customer;
25        and
26             (4)  Internet links to providers of information that
27        enables customers to compare prices and services  of  gas
28        utilities and alternative gas suppliers, if and when that
29        information is available.
30        (b)  In  any  service  area  where  customers are able to
31    choose their  natural  gas  supplier,  the  Commission  shall

 1    require gas utilities and alternative gas suppliers to inform
 2    customers  of how they may contact the Commission in order to
 3    obtain information about the customer choice program.
