SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Illinois Cool Cities Act. Provides that the Environmental Protection Agency shall provide technical assistance, if needed, to units of local government in the State that have endorsed the U.S. Conference of Mayors Climate Protection Agreement. Provides that any unit of local government may request designation as an Illinois Cool City if the unit of local government has (i) endorsed the U.S. Conference of Mayors Climate Protection Agreement and (ii) prepared and approved a plan to achieve a 7% reduction in greenhouse gas emissions from 1990 levels by the year 2012. Provides for designation of Illinois Cool Cities upon certain findings by the Director of the Environmental Protection Agency. Effective immediately.

1     AN ACT concerning climate change.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 Illinois Cool Cities Act.
 
6     Section 5. Findings. The General Assembly finds that:
7     Global climate change threatens the State's economy,
8 public health, and environment.
9     Units of local government across the State are endorsing
10 the U.S. Conference of Mayors Climate Protection Agreement,
11 committing to reduce greenhouse gas emissions by 7% from 1990
12 levels by the year 2012.
13     It is in the best interest of the State for units of local
14 government to make this commitment and to achieve these goals.
 
15     Section 10. State assistance to local greenhouse gas
16 reduction initiatives. The Environmental Protection Agency
17 shall provide technical assistance, if needed, to units of
18 local government in the State that have endorsed the U.S.
19 Conference of Mayors Climate Protection Agreement. Upon
20 request by a unit of local government, the Agency shall
21 provide:
22     (1) assistance in developing an inventory of greenhouse gas

1 emissions; and
2     (2) assistance in determining the emissions reductions
3 benefits of measures under consideration to reduce greenhouse
4 gas emissions.
 
5     Section 15. Cool cities.
6     (a) Any unit of local government may request designation as
7 an Illinois Cool City if the unit of local government has:
8         (1) endorsed the U.S. Conference of Mayors Climate
9     Protection Agreement; and
10         (2) prepared and approved a plan to achieve a 7%
11     reduction in greenhouse gas emissions from 1990 levels by
12     the year 2012.
13     (b) Upon a finding by the Director of the Environmental
14 Protection Agency that (i) the greenhouse gas emissions
15 reduction plan developed by a unit of local government, under
16 subsection (a) of this Section, accurately estimates the
17 emissions reduction benefits of the measures it contains and
18 (ii) there is evidence of commitment by the unit of local
19 government to implement the greenhouse gas emissions reduction
20 plan, then the State shall provide, upon request, to any unit
21 of local government designated as an Illinois Cool City under
22 this Section:
23         (1) signs for posting at major entry points to the unit
24     of local government noting its designation as an Illinois
25     Cool City; and

1         (2) a graphic image for use by the unit of local
2     government in printed and electronic communications,
3     noting its designation as an Illinois Cool City.
 
4     Section 99. Effective date. This Act takes effect upon
5 becoming law.
