SYNOPSIS AS INTRODUCED:

    Amends the School Code, various Acts relating to the governance of public universities in Illinois, and the Public Community College Act. Provides that if a public school, university, or community college holds any type of event at the institution on November 11, Veterans' Day, the governing board of the institution shall require a moment of silence at that event to recognize Veterans' Day. Effective immediately.

1     AN ACT concerning higher education.

2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:

4     Section 5. The School Code is amended by adding Sections
5 10-20.46 and 34-18.37 as follows:

6     (105 ILCS 5/10-20.46 new)
7     Sec. 10-20.46. Veterans' Day; moment of silence. If a
8 school holds any type of event at the school on November 11,
9 Veterans' Day, the school board shall require a moment of
10 silence at that event to recognize Veterans' Day.

11     (105 ILCS 5/34-18.37 new)
12     Sec. 34-18.37. Veterans' Day; moment of silence. If a
13 school holds any type of event at the school on November 11,
14 Veterans' Day, the board shall require a moment of silence at
15 that event to recognize Veterans' Day.

16     Section 10. The University of Illinois Act is amended by
17 adding Section 45 as follows:

19     Sec. 45. Veterans' Day; moment of silence. If the
20 University holds any type of event at the University on

1 November 11, Veterans' Day, the Board of Trustees shall require
2 a moment of silence at that event to recognize Veterans' Day.

3     Section 15. The Southern Illinois University Management
4 Act is amended by adding Section 30 as follows:

5     (110 ILCS 520/30 new)
6     Sec. 30. Veterans' Day; moment of silence. If the
7 University holds any type of event at the University on
8 November 11, Veterans' Day, the Board shall require a moment of
9 silence at that event to recognize Veterans' Day.

10     Section 20. The Chicago State University Law is amended by
11 adding Section 5-140 as follows:

12     (110 ILCS 660/5-140 new)
13     Sec. 5-140. Veterans' Day; moment of silence. If the
14 University holds any type of event at the University on
15 November 11, Veterans' Day, the Board shall require a moment of
16 silence at that event to recognize Veterans' Day.

17     Section 25. The Eastern Illinois University Law is amended
18 by adding Section 10-140 as follows:

4     Section 30. The Governors State University Law is amended
5 by adding Section 15-140 as follows:

7     Sec. 15-140. Veterans' Day; moment of silence. If the
8 University holds any type of event at the University on
9 November 11, Veterans' Day, the Board shall require a moment of
10 silence at that event to recognize Veterans' Day.

11     Section 35. The Illinois State University Law is amended by
12 adding Section 20-145 as follows:

13     (110 ILCS 675/20-145 new)
14     Sec. 20-145. Veterans' Day; moment of silence. If the
15 University holds any type of event at the University on
16 November 11, Veterans' Day, the Board shall require a moment of
17 silence at that event to recognize Veterans' Day.

18     Section 40. The Northeastern Illinois University Law is
19 amended by adding Section 25-140 as follows:

1     Sec. 25-140. Veterans' Day; moment of silence. If the
2 University holds any type of event at the University on
3 November 11, Veterans' Day, the Board shall require a moment of
4 silence at that event to recognize Veterans' Day.

5     Section 45. The Northern Illinois University Law is amended
6 by adding Section 30-150 as follows:

8     Sec. 30-150. Veterans' Day; moment of silence. If the
9 University holds any type of event at the University on
10 November 11, Veterans' Day, the Board shall require a moment of
11 silence at that event to recognize Veterans' Day.

12     Section 50. The Western Illinois University Law is amended
13 by adding Section 35-145 as follows:

14     (110 ILCS 690/35-145 new)
15     Sec. 35-145. Veterans' Day; moment of silence. If the
16 University holds any type of event at the University on
17 November 11, Veterans' Day, the Board shall require a moment of
18 silence at that event to recognize Veterans' Day.

19     Section 55. The Public Community College Act is amended by
20 adding Section 3-29.4 as follows:

1     (110 ILCS 805/3-29.4 new)
2     Sec. 3-29.4. Veterans' Day; moment of silence. If a
3 community college holds any type of event at the community
4 college on November 11, Veterans' Day, the board shall require
5 a moment of silence at that event to recognize Veterans' Day.

6     Section 99. Effective date. This Act takes effect upon
7 becoming law.
