HOUSE RESOLUTION

 
2     WHEREAS, The men and women of the United States Armed
3 Forces, whose safety is threatened daily by the dangers of
4 conflict and aggression, are in need of the equipment and
5 materials that protect them; and
 
6     WHEREAS, It is the responsibility of our nation to provide
7 them with the means to protect and defend themselves from harm;
8 and
 
9     WHEREAS, Infrastructure Defense Technologies (IDT) of
10 Belvidere manufactures critical force protection equipment
11 designed to protect deployed troops against the most likely and
12 deadliest threats from enemy forces, such as bullets,
13 rocket-propelled grenades, improvised explosive devices, and
14 truck bombs; and
 
15     WHEREAS, The Defense Logistics Agency (DLA) recently
16 concluded a competitive solicitation for protective barriers;
17 after spending many years and billions of dollars on the
18 solicitation, the DLA purchased a single product manufactured
19 by a foreign entity on a sole source contract; and
 
20     WHEREAS, The purpose of the competitive solicitation was to
21 develop alternatives to the sole-sourced product, find

1 products which are more effective, and meet weapons threats
2 specifically seen in Iraq and Afghanistan; and
 
3     WHEREAS, The solicitation stated that technical factors
4 were "significantly more important than cost of price"; and
 
5     WHEREAS, IDT's product received the best technical rating,
6 both overall and in terms of protection requirements, and its
7 price was determined by DLA to be "fair and reasonable"; and
 
8     WHEREAS, A successful award of this contract to IDT would
9 create hundreds of new jobs in a region where the unemployment
10 rate exceeds 15%; the contract would also create or save
11 hundreds of jobs throughout the nation; therefore, be it
 
12     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
13 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
14 support the efforts of Infrastructure Defense Technologies to
15 obtain a $100 million contract with the United States
16 Department of Defense to provide protective barrier materials
17 which will defend and protect the men and women of the United
18 States Armed Forces; and be it further
 
19     RESOLVED, That a suitable copy of this resolution be
20 presented to Infrastructure Defense Technologies.
