SYNOPSIS AS INTRODUCED:
 
5 ILCS 460/213 new
30 ILCS 105/5.786 new

    Amends the State Designations Act. Prohibits the non-trivial costs associated with the production or installation of an honorary memorial, monument, plaque, sign, or similar item, including those costs arising as a result of the passage of a resolution or joint resolution of the Illinois House of Representatives calling for the production or installation of such an item, from being paid by the State unless (i) a law passed by the General Assembly expressly provides for the payment of those costs by the State or (ii) the person being honored has by gift or bequest made a donation that is being recognized by the production and installation of that item. Authorizes the State Treasurer to accept payment for these production and installation costs from an honoree or his or her agent. Requires the State Treasurer to deposit these moneys into the Honorary Designation Fund and, after being notified in writing by the honoree or his or her agent of the State agency that is ultimately responsible for producing and installing the item, to transfer from the Fund and to that State agency the moneys deposited by that person for that purpose. Amends the State Finance Act. Creates the Honorary Designation Fund as a special fund in the State treasury.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Designations Act is amended by adding
5Section 213 as follows:
 
6    (5 ILCS 460/213 new)
7    Sec. 213. Honorary designations; payment of costs by State.
8The non-trivial costs associated with the production and
9installation of an honorary memorial, monument, plaque, sign,
10or similar item, including those costs arising as a result of
11the passage of a resolution or joint resolution of the Illinois
12House of Representatives calling for the production or
13installation of such an item, shall not be paid by the State
14unless (i) a law passed by the General Assembly expressly
15provides for the payment of those costs by the State or (ii)
16the person being honored has by gift or bequest made a donation
17that is being recognized by the production and installation of
18that item.
19    The Honorary Designation Fund is created as a special fund
20in the State Treasury. The State Treasurer may accept payment
21of the costs associated with the production and installation of
22an honorary memorial, monument, plaque, sign, or similar item
23from an honoree or his or her agent. The State Treasurer shall

1deposit into the Honorary Designation Fund moneys received
2pursuant to this Section, and he or she shall, after being
3notified in writing by the honoree or his or her agent of the
4State agency that is ultimately responsible for producing and
5installing the item, transfer from the Fund and to that State
6agency the moneys deposited by that person for that purpose.
7Interest attributable to moneys in the Fund shall be returned
8to the Fund.
 
9    Section 10. The State Finance Act is amended by adding
10Section 5.786 as follows:
