SYNOPSIS AS INTRODUCED:
 
60 ILCS 1/55-70 new

    Amends the Township Code. Provides that after the effective date of the amendatory Act, in any township that is the subject of a legal settlement or judgment from a court of law for wrongful discharge of an employee, each officer, member, or employee of that township must complete an ethics training course. Sets forth requirements concerning the standards, frequency, and subject matter of the course. Provides that completion of the program must be certified in writing. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Township Code is amended by adding Section
555-70 as follows:
 
6    (60 ILCS 1/55-70 new)
7    Sec. 55-70. Ethics training. After the effective date of
8this amendatory act of the 97th General Assembly, in any
9township that is the subject of a legal settlement or judgment
10from a court of law for wrongful discharge of an employee, each
11officer, member, or employee of that township must complete an
12ethics training course. The training shall be sponsored or
13conducted by an association that represents townships.
14    The association shall set the standards and determine the
15hours and frequency of training necessary for each position or
16category of positions. A person who fills a vacancy in an
17elective or appointed position that requires training, and a
18person employed in a position that requires training, must
19complete his or her initial ethics training within 30 days
20after commencement of his or her office or employment.
21    Upon completion of the ethics training program, each
22officer, member, or employee must certify in writing to the
23public body, that the person has completed the training

1program. Each officer, member, or employee must provide a
2signed copy of the certification by the deadline for completion
3of the ethics training program.
4    The course of training shall include, but not be limited
5to, instruction in the following: restrictions on activities,
6personnel policies and time records, wrongful discharge,
7prohibited political activities, campaign contributions,
8restrictions on contracts, ex parte communications with
9certain agencies, retaliation against whistleblowers,
10revolving door prohibitions, public service announcements,
11promotional materials, newsletters and brochures, rights and
12duties, whistleblower protection, ethics training, violation
13of ethics laws, complaints, hearings, and decisions,
14penalties, and advice.
 
15    Section 99. Effective date. This Act takes effect upon
16becoming law.
