AMENDMENT TO HOUSE RESOLUTION 706

2    AMENDMENT NO. ___. Amend House Resolution 706 by replacing
3everything after the heading with the following:
 
4    "WHEREAS, In accordance with subsection (b) of Section 2 of
5Article VIII of the Illinois Constitution, the House of
6Representatives has adopted House Resolution 707 setting forth
7the estimates of general funds the House expects to be
8available during State fiscal year 2013; and
 
9    WHEREAS, The House of Representatives has found that
10$33,719,000,000 is available in general funds for spending and
11for the payment of unpaid State obligations; and
 
12    WHEREAS, Before the House makes allocations to the
13appropriation committees there are non-discretionary general
14funds spending items that should first be deducted; therefore
15be it

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3the non-discretionary items shall be:
 
4    Pensions - $5,100,000,000
5    Group Insurance - $1,171,185,400
6    Debt Service - $2,218,000,000
7    Statutory Transfers Out - $2,142,000,000
8    Medicaid - $6,638,953,200
9    For the backlog of unpaid State obligations from the
10Medicaid program, with 50% of this amount being provided from
11Federal reimbursements - $1,000,000,000
12    For the backlog of unpaid State obligations not related to
13the Medicaid program - $300,000,000; and be it further
 
14    RESOLVED, That after spending for these non-discretionary
15items, of the general funds revenues that are estimated by the
16House of Representatives, by resolution, to be available during
17State fiscal year 2013 and that are allocated to the House
18appropriation committees for appropriation, the amount and
19percentage available to each appropriation committee, assuming
20the allowance of an overall appropriation lapse of
21$650,000,000, are as follows:
 
22    APPROPRIATIONS-ELEMENTARY & SECONDARY EDUCATION -

1$6,491,836,794, or 39.830%
2    APPROPRIATIONS-GENERAL SERVICES - $1,165,014,734, or
37.148%
4    APPROPRIATIONS-HIGHER EDUCATION - $1,978,809,910, or
512.141%
6    APPROPRIATIONS-HUMAN SERVICES - $5,087,296,478, or 31.212%
7    APPROPRIATIONS-PUBLIC SAFETY - $1,576,088,885, or 9.670%;
8and be it further
 
9    RESOLVED, That the aforementioned amounts available to
10each appropriation committee are contingent upon actions being
11taken to reduce the accrual of Medicaid obligations incurred
12during State fiscal year 2013 in the amount of $2,700,000,000,
13and if this reduction is not achieved in full, then the amount
14deducted for the Medicaid program must be increased
15accordingly, and the amounts available to each appropriation
16committee must be reduced accordingly; and be it further
 
17    RESOLVED, That if the actual amount of general funds that
18become available during State fiscal year 2013 exceeds the
19House's estimates set forth in House Resolution 707, then that
20excess shall first be used to reduce the backlog of unpaid
21State obligations to the extent authorized by law, with the
22Comptroller prioritizing voucher payments for Medicaid
23obligations and any other obligations for which the State
24receives federal reimbursement.".
