1    AN ACT concerning civil law.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. "An Act in relation to the transfer of various
5property rights by the State", approved September 25, 1985,
6Public Act 84-974, is amended by changing Section 4-1 as
7follows:
 
8    (P.A. 84-974, Sec. 4-1)
9    Sec. 4-1. The Director of Central Management Services is
10hereby authorized to convey by quitclaim deed the following
11described real estate to the Village of Maryville, Illinois, a
12municipal corporation, for the sum of $1:
13    A tract of land in the Northeast Quarter (NE 1/4) of
14    Section 11, Township 3 North, Range 8 West of the Third
15    Principal Meridian, Madison County, Illinois, described as
16    follows: Beginning at a concrete monument set at the
17    Southwest corner of a tract of land owned by Illinois Power
18    Company, described in Book 2575 on Page 23 in the
19    Recorder's Office of Madison County, said point being
20    608.95 feet southerly of the North Line of the Northeast
21    Quarter (NE 1/4) of Section 11, Township 3 North, Range 8
22    West, and on the easterly right-of-way line of State Route
23    159; thence East a distance of 1077.25 feet to the easterly

1    line of a tract described in Book 1037 on page 596; thence
2    South 2 degrees 40 minutes 40 seconds East along said
3    easterly line a distance of 633.16 feet to an old iron pin
4    on the Southeast corner of last mentioned tract; thence
5    South 89 degrees 56 minutes 20 seconds West a distance of
6    248.44 feet to an old iron pin; thence South 89 degrees 53
7    minutes 10 seconds West a distance of 299.86 feet to the
8    easterly right-of-way of Lange Avenue; thence North 2
9    degrees 52 minutes 50 seconds West along said easterly
10    right-of-way a distance of 17 feet to its intersection with
11    the northerly right-of-way of Division Street, as same
12    appears in Plat Book 10 on Page 24 of Madison County
13    Records; thence South 89 degrees 47 minutes 40 seconds West
14    along said northerly right-of-way a distance of 545.13 feet
15    to the easterly right-of-way of State Route 159; thence
16    North 1 degree 09 minutes 30 seconds West along said
17    right-of-way a distance of 618.42 feet to the point of
18    beginning; containing 15.577 acres; except coal and other
19    minerals and the right to mine and remove same.
20    The Village of Maryville may partition and transfer any
21portion of the described real estate to the Maryville Community
22Library District for public purposes for the sum of $1. Should
23the Maryville Community Library District fail to use the real
24estate transferred by the Village of Maryville for public
25purposes, the property shall revert back to the Village of
26Maryville.

1    The Village of Maryville may sell a portion of the
2described real estate to any individual or entity, provided
3that the Village of Maryville sells the real estate for fair
4market value. Prior to any transfer, the Village of Maryville
5shall obtain 3 appraisals of any real estate to be transferred,
6one of which shall be performed by an appraiser residing in the
7county in which the described real estate is located. The
8average of these 3 appraisals shall represent the fair market
9value of the real estate to be transferred. The tract of land
10is for public purposes and if at anytime the City of Maryville
11should fail to use this land for public purposes, the property
12shall revert to the State of Illinois.

14    Section 99. Effective date. This Act takes effect upon
15becoming law.
