SYNOPSIS AS INTRODUCED:

105 ILCS 5/22-75 new

Amends the School Code. Establishes the Physical Development and Health Task Force to make recommendations to the Governor and General Assembly on certain goals of the Illinois Learning Standards for Physical Development and Health. Requires the task force to focus on updating the standards based on research in neuroscience that impacts the relationship between physical activity and learning. Provides that on or before August 31, 2013, the task force must vote on its recommendations and file a report with the Governor and the General Assembly. Repeals these provisions on September 1, 2013. Effective immediately.

AN ACT concerning education.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The School Code is amended by adding Section 22-75 as follows:

(Section scheduled to be repealed on September 1, 2013)

Sec. 22-75. Physical Development and Health Task Force.

(a) The Physical Development and Health Task Force is established. The task force shall consist of the following voting members:

(1) a member of the General Assembly, appointed by the Speaker of the House of Representatives;

(2) a member of the General Assembly, appointed by the Minority Leader of the House of Representatives;

(3) a member of the General Assembly, appointed by the President of the Senate;

(4) a member of the General Assembly, appointed by the Minority Leader of the Senate;

(5) the Lieutenant Governor or his or her appointee;

(6) one member appointed by the State Board of Education;

(7) 2 representatives from a statewide organization representing health, physical education, recreation, and dance, one of whom shall serve as the chairperson, appointed by the head of that organization;

(8) a member who holds national board certification in physical education, appointed by City of Chicago School District 299;

(9) 2 representatives of a statewide professional teachers' organization, appointed by the head of that organization;

(10) 2 representatives of a different statewide professional teachers' organization, appointed by the head of that organization;

(11) a representative of an organization representing professional teachers in a city having a population exceeding 500,000, appointed by the head of that organization;

(12) a representative of a statewide organization representing principals, appointed by the head of that organization;

(13) a representative of a statewide organization representing school administrators, appointed by the head of that organization;

(14) a representative of a statewide organization representing school boards, appointed by the head of that organization;

(15) a representative of a statewide organization representing school business officials, appointed by the head of that organization;

(16) a representative of a statewide organization representing parents, appointed by the head of that organization; and

(17) a representative of a national research and advocacy organization focused on cardiovascular health and wellness, appointed by the head of that organization.

(b) Members shall serve without compensation, but shall be reimbursed for their reasonable and necessary expenses from funds appropriated for that purpose. Members shall be reimbursed for their travel expenses from appropriations to the State Board of Education available for that purpose and subject to the rules of the appropriate travel control board.

(c) The task force shall meet at the call of the chairperson, with the initial meeting of the task force being held as soon as possible after the effective date of this amendatory Act of the 97th General Assembly.

(d) The State Board of Education shall provide assistance and necessary staff support services to the task force.

(e) The purpose of the task force is to make recommendations to the Governor and General Assembly on Goals 19, 20, 21, 22, 23, and 24 of the Illinois Learning Standards for Physical Development and Health. The task force shall focus on updating the standards based on research in neuroscience that impacts the relationship between physical activity and learning.

(f) On or before August 31, 2013, the task force must vote on its recommendations and file a report with the Governor and the General Assembly.

(g) This Section is repealed on September 1, 2013.

Section 99. Effective date. This Act takes effect upon becoming law.
