SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/22-75 new

    Amends the School Code. Establishes the Physical Development and Health Task Force to make recommendations to the Governor and General Assembly on certain goals of the Illinois Learning Standards for Physical Development and Health. Requires the task force to focus on updating the standards based on research in neuroscience that impacts the relationship between physical activity and learning. Provides that on or before August 31, 2013, the task force must vote on its recommendations and file a report with the Governor and the General Assembly. Repeals these provisions on September 1, 2013. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
522-75 as follows:
 
6    (105 ILCS 5/22-75 new)
7    (Section scheduled to be repealed on September 1, 2013)
8    Sec. 22-75. Physical Development and Health Task Force.
9    (a) The Physical Development and Health Task Force is
10established. The task force shall consist of the following
11voting members:
12        (1) a member of the General Assembly, appointed by the
13    Speaker of the House of Representatives;
14        (2) a member of the General Assembly, appointed by the
15    Minority Leader of the House of Representatives;
16        (3) a member of the General Assembly, appointed by the
17    President of the Senate;
18        (4) a member of the General Assembly, appointed by the
19    Minority Leader of the Senate;
20        (5) the Lieutenant Governor or his or her appointee;
21        (6) one member appointed by the State Board of
22    Education;
23        (7) 2 representatives from a statewide organization

1    representing health, physical education, recreation, and
2    dance, one of whom shall serve as the chairperson,
3    appointed by the head of that organization;
4        (8) a member who holds national board certification in
5    physical education, appointed by City of Chicago School
6    District 299;
7        (9) 2 representatives of a statewide professional
8    teachers' organization, appointed by the head of that
9    organization;
10        (10) 2 representatives of a different statewide
11    professional teachers' organization, appointed by the head
12    of that organization;
13        (11) a representative of an organization representing
14    professional teachers in a city having a population
15    exceeding 500,000, appointed by the head of that
16    organization;
17        (12) a representative of a statewide organization
18    representing principals, appointed by the head of that
19    organization;
20        (13) a representative of a statewide organization
21    representing school administrators, appointed by the head
22    of that organization;
23        (14) a representative of a statewide organization
24    representing school boards, appointed by the head of that
25    organization;
26        (15) a representative of a statewide organization

1    representing school business officials, appointed by the
2    head of that organization;
3        (16) a representative of a statewide organization
4    representing parents, appointed by the head of that
5    organization; and
6        (17) a representative of a national research and
7    advocacy organization focused on cardiovascular health and
8    wellness, appointed by the head of that organization.
9    (b) Members shall serve without compensation, but shall be
10reimbursed for their reasonable and necessary expenses from
11funds appropriated for that purpose. Members shall be
12reimbursed for their travel expenses from appropriations to the
13State Board of Education available for that purpose and subject
14to the rules of the appropriate travel control board.
15    (c) The task force shall meet at the call of the
16chairperson, with the initial meeting of the task force being
17held as soon as possible after the effective date of this
18amendatory Act of the 97th General Assembly.
19    (d) The State Board of Education shall provide assistance
20and necessary staff support services to the task force.
21    (e) The purpose of the task force is to make
22recommendations to the Governor and General Assembly on Goals
2319, 20, 21, 22, 23, and 24 of the Illinois Learning Standards
24for Physical Development and Health. The task force shall focus
25on updating the standards based on research in neuroscience
26that impacts the relationship between physical activity and

1learning.
2    (f) On or before August 31, 2013, the task force must vote
3on its recommendations and file a report with the Governor and
4the General Assembly.
5    (g) This Section is repealed on September 1, 2013.
 
6    Section 99. Effective date. This Act takes effect upon
7becoming law.
