SYNOPSIS AS INTRODUCED:
 
225 ILCS 305/13  from Ch. 111, par. 1313

    Amends the Illinois Architecture Practice Act of 1989. Provides that on or after January 1, 2014 and until January 1, 2016, a person who has graduated with a pre-professional 4-year baccalaureate degree in architecture and has completed such diversified professional training, including academic training, as is required by rules of the Department, and has begun, but has not yet completed, the examination requirements set forth under Section 12 of this Act prior to January 1, 2014, may apply for licensure with the Department upon completion of the requirements under Section 12 of the Act.

1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Architecture Practice Act of 1989
5is amended by changing Section 13 as follows:
 
6    (225 ILCS 305/13)  (from Ch. 111, par. 1313)
7    (Section scheduled to be repealed on January 1, 2020)
8    Sec. 13. Qualifications of applicants. Any person who is of
9good moral character may apply for licensure if he or she is a
10graduate with a first professional degree in architecture from
11a program accredited by the National Architectural Accrediting
12Board, has completed the examination requirements set forth
13under Section 12 of this Act, and has completed such
14diversified professional training, including academic
15training, as is required by rules of the Department. Until
16January 1, 2014, in lieu of the requirement of graduation with
17a first professional degree in architecture from a program
18accredited by the National Architectural Accrediting Board,
19the Department may admit an applicant who is a graduate with a
20pre-professional 4 year baccalaureate degree accepted for
21direct entry into a first professional master of architecture
22degree program, and who has completed such additional
23diversified professional training, including academic

1training, as is required by rules of the Department. On or
2after January 1, 2014 and until January 1, 2016, a person who
3has graduated with a pre-professional 4-year baccalaureate
4degree in architecture and has completed such diversified
5professional training, including academic training, as is
6required by rules of the Department, and has begun, but has not
7yet completed, the examination requirements set forth under
8Section 12 of this Act prior to January 1, 2014, may apply for
9licensure with the Department upon completion of the
10requirements under Section 12 of this Act. The Department may
11adopt, as its own rules relating to diversified professional
12training, those guidelines published from time to time by the
13National Council of Architectural Registration Boards.
14    Good moral character means such character as will enable a
15person to discharge the fiduciary duties of an architect to
16that person's client and to the public in a manner which
17protects health, safety and welfare. Evidence of inability to
18discharge such duties may include the commission of an offense
19justifying discipline under Section 22. In addition, the
20Department may take into consideration whether the applicant
21has engaged in conduct or actions that would constitute grounds
22for discipline under this Act.
