AMENDMENT TO HOUSE BILL 3820

AMENDMENT NO. ______. Amend House Bill 3820, AS AMENDED, with reference to page and line numbers of House Amendment No. 1, as follows:

on page 32, line 10, after the period, by inserting "The Governor's Office of Management and Budget shall adopt rules governing the criteria to be considered when an exception is requested."; and

by replacing line 19 on page 35 through line 2 on page 36 with the following:

"Section 70. Exceptions.

(a) With the exception of the audit requirements set forth in 2 CFR 200.102, the Governor's Office of Management and Budget may allow exceptions for classes of State or federal pass-through awards or non-federal entities subject to the requirements of this Act when such exceptions are not prohibited by State or federal law. However, in the interest of maximum uniformity, exceptions from the requirements of this Act shall be permitted only in unusual or exceptional circumstances.

(b) The Governor's Office of Management and Budget shall adopt rules governing the criteria that shall be used to determine when an exception may be issued. The Governor's Office of Management and Budget shall publish any allowed exceptions in the Catalogue of State Financial Assistance within 30 days of the exception being allowed."; and

on page 55, by replacing line 5 with the following:

"(k) This Section is repealed on July 1, 2019 April 1, 2014.".
