HOUSE JOINT RESOLUTION

 
2    WHEREAS, The boundaries of the 32nd Representative
3District are generally in the inner city of Chicago extending
4to the southwest suburbs of Burbank, Bridgeview, Hickory Hills,
5and Justice, Illinois; and
 
6    WHEREAS, The 32nd Representative District has a voting age
7population of 108,734 people of various ethnic and
8socio-economic backgrounds; and
 
9    WHEREAS, 27,909 of the residents of the 32nd Representative
10District live at or below the federal poverty level; and
 
11    WHEREAS, The 32nd Representative District ranks in the top
123 of Representative Districts reporting incidents of violent
13crime; and
 
14    WHEREAS, The Dan Ryan Expressway is that 12 mile portion of
15I-90/94 located in the City of Chicago spanning from
16approximately 95th Street to the south and Roosevelt Road to
17the north; and
 
18    WHEREAS, The Dan Ryan Expressway travels through the 32nd
19Representative District one linear mile from 67th Street to the
20north and 76th Street to the south; and

1    WHEREAS, Within the 32nd Representative District lies
2Halsted Street one mile west of the Dan Ryan Expressway; and,
3Cottage Grove Avenue one mile east of the Dan Ryan Expressway;
4this area generally encompasses the communities of Englewood
5and Grand Crossing including the Park Manor neighborhood; and
 
6    WHEREAS, In November of 1985, Mayor Harold Washington
7entered into an intergovernmental agreement with the State of
8Illinois whereby the State of Illinois could operate Illinois
9State Lottery kiosks at O'Hare International Airport; and,
10subsequently Chicago Midway International Airport; and
 
11    WHEREAS, In November of 1985, Governor James R. Thompson
12entered into an intergovernmental agreement with the City of
13Chicago whereby the Illinois State Police would patrol the Dan
14Ryan Expressway; and, all other expressways in the City of
15Chicago; and
 
16    WHEREAS, The State of Illinois receives monies after the
17imposition of fines and penalties upon those persons cited for,
18among other things, improperly operating motor vehicles on the
19Dan Ryan Expressway between 67th Street and 76th Street; and
 
20    WHEREAS, The State of Illinois derives financial profits
21directly from the Illinois State Lottery kiosks located at both

1O'Hare International and Chicago Midway International
2Airports; and
 
3    WHEREAS, The Illinois State Lottery is successfully
4managed by Northstar Lottery Group, a subsidiary of the Italian
5company GTech Corporation, which exponentially surpassed the
6calculable revenue goals and expectations of the Illinois State
7Lottery deriving substantial profits for the Lottery; and
 
8    WHEREAS, In fact, the Illinois State Lottery posted fiscal
9year 2013 revenues of: (1) $4,939,990 from O'Hare International
10Airport; (2) $696,776 from Chicago Midway International
11Airport; and (3) $656,000,000 overall; and
 
12    WHEREAS, It will not be a financial burden on the State of
13Illinois for the Illinois State Police to expand its patrol
14area, from the Dan Ryan Expressway between 67th Street and 76th
15Street one linear mile east and one linear mile west, to
16support efforts at combating violent crime in the State of
17Illinois; and
 
18    WHEREAS, Since as late as 1999, the Illinois State Police
19were dispatched to and patrolled the City of East St. Louis,
20Illinois to support efforts to combat crime in the State of
21Illinois; and

1    WHEREAS, As of the date of the filing of this resolution,
2over 700 registered voters, within the 2 mile rectangular
3boundary of the Dan Ryan Expressway between 67th Street and
476th Street, have signed a petition imploring the Governor of
5the State of Illinois to dispatch the Illinois State Police,
6with all deliberate speed, to that specific area within the
732nd Representative District for a reasonable period of time;
8and
 
9    WHEREAS, These 700 affected residents of the 32nd
10Representative District have stated that they are in immediate
11need of assistance and relief to protect their health, safety
12and welfare; therefore, be it
 
13    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
14NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
15SENATE CONCURRING HEREIN, that there is created the Englewood
16Violent Crime Task Force within the Illinois State Police, to
17consist of the following:
18        (1) the Governor, or his or her designee;
19        (2) the Mayor of the City of Chicago, or his or her
20    designee;
21        (3) the Mayor of the City of East St. Louis, or his or
22    her designee;
23        (4) the Illinois Attorney General, or his or her
24    designee;

1        (5) a member of the Illinois State's Attorneys
2    Association appointed by the President of the Association;
3        (6) a member of the Cook County Bar Association
4    appointed by the President of the Association;
5        (7) the manager of the Illinois State Lottery;
6        (8) two members of the Illinois House of
7    Representatives chosen by the Speaker of the Illinois House
8    of Representatives, one of whom shall serve as co-chair;
9        (9) two members of the Illinois House of
10    Representatives chosen by the Minority Leader of the
11    Illinois House of Representatives;
12        (10) two members of the Illinois Senate chosen by the
13    President of the Illinois Senate, one of whom shall serve
14    as co-chair;
15        (11) two members of the Illinois Senate chosen by the
16    Minority Leader of the Illinois Senate;
17        (12) the President of the Park Manor Neighbors
18    Community Council;
19        (13) the Executive Director of Project Brotherhood;
20        (14) the President of the Student Government
21    Association at the University of Illinois at Chicago;
22        (15) the President of the Student Government
23    Association at Chicago State University;
24        (16) the Director of Corrections, or his or her
25    designee who must:
26            (A) be from the Department of Parole;

1            (B) be an active field agent; and
2            (C) possess at least a master's degree in criminal
3        justice or criminology;
4        (17) a faculty member of the Department of Criminology,
5    Law & Justice at the University of Illinois at Chicago
6    appointed by the President of the University of Illinois;
7        (18) a member of the Chicagoland Chamber of Commerce
8    appointed by the chairman of the board of the Chicagoland
9    Chamber of Commerce;
10        (19) a member of the Illinois Chamber of Commerce
11    appointed by the chairman of the board of the Illinois
12    Chamber of Commerce; and
13        (20) a member of the Illinois Retail Merchants
14    Association appointed by the President/CEO of the Illinois
15    Retail Merchants Association; and be it further
 
16    RESOLVED, That all appointments shall be made no later than
1745 days following adoption of this resolution; and be it
18further
 
19    RESOLVED, That the Task Force shall study and determine the
20causes of violent crime in Englewood and nearby affected
21communities; and be it further
 
22    RESOLVED, That the Task Force shall study and determine the
23feasibility of deploying the Illinois State Police to Englewood

1and nearby affected communities and neighborhoods; and be it
2further
 
3    RESOLVED, That the Task Force shall develop a comprehensive
4long-term solution to the effect of violent crime in Englewood
5and nearby affected communities; and be it further
 
6    RESOLVED, That the Task Force shall recommend a plan of
7action to substantially reduce the incidents of violent crime
8in Englewood and nearby affected communities; and be it further
 
9    RESOLVED, That the Task Force shall draft any necessary
10legislation and make any necessary recommendations for
11appropriations for the General Assembly to pass and the
12Governor to sign to place the plan of action into immediate
13effect; and be it further
 
14    RESOLVED, That the Task Force shall report its findings and
15recommendations and submit any and all proposed legislation to
16the Governor and General Assembly on or before December 31,
172014; and be it further
 
18    RESOLVED, That the members of the Task Force shall serve
19without compensation, but shall be reimbursed for their
20reasonable and necessary expenses from the funds appropriated
21for that purpose from the Illinois State Lottery; and be it

2    RESOLVED, That a copy of this resolution be presented to
3the Speaker of the Illinois House of Representatives, the
4Minority Leader of the Illinois House of Representatives, the
5President of the Illinois Senate, the Minority Leader of the
6Illinois Senate, the Governor of the State of Illinois, and the
7Director of State Police.
