HOUSE JOINT RESOLUTION

 
2    WHEREAS, The members of the Illinois General Assembly are
3pleased to honor Arlan Juhl, P.E., on the occasion of his
4retirement as Director of the Office of Water Resources,
5Illinois Department of Natural Resources; and
 
6    WHEREAS, Arlan Juhl has served the people of Illinois with
7distinction since joining the Office of Water Resources as an
8engineer in 1973; and
 
9    WHEREAS, Arlan Juhl became Chief of the Office of Water
10Resources Division of Planning in 2003; and
 
11    WHEREAS, Arlan Juhl became Director of the Office of Water
12Resources on January 1, 2011; and
 
13    WHEREAS, Under the leadership of Arlan Juhl, the Office of
14Water Resources has embarked on a public safety and
15environmental enhancement initiative to remove or modify
16dangerous lowhead dams on Illinois waterways; and
 
17    WHEREAS, Arlan Juhl has overseen management of major
18waterway improvement capital projects, including the life
19extension of the Stratton Lock and Dam on the Fox River; and

1    WHEREAS, Arlan Juhl has championed floodwater management -
2including working with federal and local officials on urban
3floodwater projects and downstate levee improvements on
4Illinois's major rivers; and
 
5    WHEREAS, Arlan Juhl has promoted floodplain mapping and the
6coordination in Illinois of the National Flood Insurance
7Program, through which Illinois has provided a model program,
8saving property owners and taxpayers millions of dollars; and
 
9    WHEREAS, Arlan Juhl has overseen enhanced regulation of
10Illinois' Lake Michigan Water Allocation Program, helping
11ensure the water supply for 7,000,000 residents of northeast
12Illinois; and
 
13    WHEREAS, Arlan Juhl has promoted regional, locally
14organized long-range water supply planning for the benefit of
15all Illinoisans; and
 
16    WHEREAS, Providing protection of public waters and the
17public trust through strict permitting of projects on and along
18the State's inland waters have been hallmarks of Arlan Juhl's
19tenure; and
 
20    WHEREAS, Arlan Juhl has provided expert analysis and action
21recommendations during times of flood emergencies along the

1State's major waterways; therefore, be it
 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
4SENATE CONCURRING HEREIN, that we honor Arlan Juhl on his
5retirement as Director of the Office of Water Resources,
6Illinois Department of Natural Resources, thank him for his
7dedication to the people of the State of Illinois, and wish him
8well in all his future endeavors; and be it further
 
9    RESOLVED, That a suitable copy of this resolution be
10presented to Arlan Juhl as an expression of our esteem and
11respect.
