AMENDMENT TO SENATE JOINT RESOLUTION 62

2    AMENDMENT NO. ___. Amend Senate Joint Resolution 62, AS
3AMENDED, by replacing everything after the heading with the
4following:
 
5    "WHEREAS, Emergency responders are constantly placed in
6danger while performing their duties, both from the dangerous
7conditions of their work and the hazardous locations where
8incidents occur; and
 
9    WHEREAS, On March 5, 2013, Hudson Community Fire Protection
10District volunteer firefighter Chris Brown was struck and
11killed by a motorist while working at the scene of a motor
12vehicle collision; and
 
13    WHEREAS, On October 30, 2013, Pontiac Police Department K9
14Officer Casey Kohlmeier was struck and killed by a drunk driver
15while performing his duties on Interstate 55; and

1    WHEREAS, Many other emergency responders have been killed,
2injured, or placed in needless danger by similar incidents; and
 
3    WHEREAS, More comprehensive solutions are required to
4ensure that emergency responders are able to safely perform the
5vital duties they carry out for the citizens of our State;
6therefore, be it
 
7    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
8ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
9CONCURRING HEREIN, that there is created the Emergency
10Responder Roadway Safety Task Force to identify and recommend
11ways that the State of Illinois can increase the safety of
12emergency responders while they perform their duties; and be it
13further
 
14    RESOLVED, That the Task Force shall consist of the
15following members: one member appointed by the Speaker of the
16House of Representatives; one member appointed by the Minority
17Leader of the House of Representatives; one member appointed by
18the President of the Senate; one member appointed by the
19Minority Leader of the Senate; 2 members appointed by the
20Secretary of the Illinois Department of Transportation, one of
21which must be currently employed as a highway maintainer with
22the Illinois Department of Transportation; one member

1appointed by the Director of the Illinois State Police; one
2police officer from a county with a population of less than
360,000 citizens appointed by an association that represents law
4enforcement; one police officer from a county with a population
5between 60,000 and 1,000,000 citizens appointed by an
6association that represents law enforcement; one police
7officer from a county with a population of more than 1,000,000
8citizens appointed by an association that represents law
9enforcement; one firefighter from a county with a population of
10less than 60,000 citizens appointed by an association that
11represents firefighters; one firefighter from a county with a
12population between 60,000 and 1,000,000 citizens appointed by
13an association that represents firefighters; one firefighter
14from a county with a population of more than 1,000,000 citizens
15appointed by an association that represents firefighters; one
16emergency medical services personnel from a county with a
17population of less than 60,000 citizens appointed by an
18association that represents emergency medical services
19personnel; one emergency medical services personnel from a
20county with a population between 60,000 and 1,000,000 citizens
21appointed by an association that represents emergency medical
22services personnel; one emergency medical services personnel
23from a county with a population of more than 1,000,000 citizens
24appointed by an association that represents emergency medical
25services personnel; one member appointed by the Executive
26Director of the Illinois State Toll Highway Authority; and one

1member appointed by the Professional Towing and Recovery
2Operators of Illinois; the members of the Task Force shall
3select a chairperson at the initial meeting; and be it further
 
4    RESOLVED, That the Illinois State Police shall provide
5administrative and other support to the Task Force; and be it
6further
 
7    RESOLVED, That the members of the Task Force shall serve
8without compensation; and be it further
 
9    RESOLVED, That the Task Force shall submit a report of its
10findings and recommendations to the General Assembly no later
11than January 1, 2015.".
