AMENDMENT TO HOUSE BILL 5969

2    AMENDMENT NO. ______. Amend House Bill 5969 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Impact of Crime-related Violence on Public Health Research Act.
 
6    Section 5. Definitions. As used in this Act, the terms
7"research center" and "center" means the Impact of
8Crime-related Violence on Public Health Research Center.
 
9    Section 10. Impact of Crime-related Violence on Public
10Health Research Center.
11    (a) An Impact of Crime-related Violence on Public Health
12Research Center to study the impact of crime-related violence
13on the public health of vulnerable and diverse populations in
14the State is established to be administered by the University
15of Illinois under the following principles:

1        (1) Interdisciplinary work of the center shall address
2    the following:
3            (A) The nature of crime-related violence,
4        including individual and societal determinants of risk
5        for involvement in crime-related violence, whether as
6        a victim or a perpetrator.
7            (B) The individual, community, and societal public
8        health consequences and economic impact of
9        crime-related violence, including clinical care,
10        long-term care consequences for victims, health
11        services research, medical education, and
12        community-based studies, with the goal of improving
13        the health of the citizens of this State by the
14        significant reduction of crime-related violence.
15            (C) Prevention and treatment of crime-related
16        violence at the individual, community, and societal
17        levels.
18        (2) The center shall conduct basic, translational, and
19    transformative research with a mission to provide the
20    scientific evidence on which sound crime-related violence
21    prevention policies and programs can be based. Its research
22    shall include, but is not limited to, the effectiveness of
23    existing laws and policies intended to reduce
24    crime-related violence, including, but not limited to, the
25    criminal misuse of a weapon, and efforts to reduce and
26    deter any criminally violent activities.

1        (3) The center shall work on a continuing basis with
2    policymakers in the General Assembly and State agencies to
3    identify, implement, and evaluate innovative crime-related
4    violence prevention policies and programs.
5        (4) To help ensure a long-term and successful effort to
6    understand and prevent crime-related violence, the center
7    shall recruit and provide specialized training
8    opportunities for new researchers, including experienced
9    investigators in related fields who are beginning work on
10    crime-related violence, young investigators who have
11    completed their education, postdoctoral scholars, doctoral
12    students, and undergraduates.
13        (5) The center may enter into contracts or agreements
14    with any agency or department of the State of Illinois or
15    any other state or states' agencies, private universities,
16    organizations, or institutions, or the United States to
17    carry out the provisions of this Act.
18        (6) The center may receive and disburse funds in
19    accordance with the purposes stated in this Act.
20    (b) On or before December 31, 2018, and every 5 years
21thereafter, the University of Illinois shall transmit
22programmatic, as well as financial, reports to the General
23Assembly and the Governor, including a report on the grants
24made, pending grants, program accomplishments, and the future
25direction of the research center.
26    (c) Subject to the conditions and requirements established

1elsewhere in law, State agencies, including, but not limited
2to, the Department of State Police, the Department of Public
3Health, the Department of Healthcare and Family Services, and
4the Secretary of State, and local agencies, including, but not
5limited to, sheriffs, state's attorneys, municipal police
6departments, coroners, and medical examiners shall provide to
7the center, upon proper request, the data necessary for the
8center to conduct its research. The research center may share
9any information collected by it with other state violence
10research centers similar to it and any crime laboratory or
11violence research center connected with a college or
12university.
13    (d) The center and all recipients of grants supported by
14the research center shall provide copies of their research
15publications to the General Assembly and to agencies supplying
16data used in the conduct of that research as soon as is
17practicable following publication. The center shall establish
18a website for the purpose of electronically publishing the
19center's research publications, submitting data or other
20information, and receiving suggestions for research requests.
21    (e) The Board of Trustees of the University of Illinois
22shall establish and operate an Impact of Crime-related Violence
23Research Center and administer the center and grant program
24consistent with the principles and goals of this Act.
 
25    Section 15. Fund; grants.

1    (a) An Impact of Crime-related Violence on Public Health
2Research Center Fund is created as a special fund in the State
3treasury and shall be used to support the research and
4activities of the Impact of Crime-related Violence on Public
5Health Research Center. Moneys from fees, gifts, grants, and
6donations received by the center shall also be deposited into
7the Impact of Crime-related Violence on Public Health Research
8Center Fund. The center may also seek additional federal,
9State, and private funds.
10    (b) As a supplement to its own research, the Impact of
11Crime-related Violence on Public Health Research Center shall
12administer a small grants program for research on crime-related
13violence, funded through the Crime-related Violence on Public
14Health Research Center Fund. All research funds shall be
15awarded on the basis of scientific merit as determined by an
16open, competitive peer review process that assures
17objectivity, consistency, and high quality. All qualified
18investigators, regardless of institutional affiliation, shall
19have equal access and opportunity to compete for the funds. The
20peer review process for the selection of grants awarded under
21this program shall be modeled on the process used by the
22National Institutes of Health in its grantmaking process.
 
23    Section 105. The State Finance Act is amended by adding
24Section 5.878 as follows:

2    Sec. 5.878. Impact of Crime-related Violence on Public
3Health Research Center Fund.
 
4    Section 110. The University of Illinois Act is amended by
5adding Section 12.6 as follows:
 
6    (110 ILCS 305/12.6 new)
7    Sec. 12.6. Impact of Crime-related Violence on Public
8Health Research Center. The University of Illinois shall carry
9out the duties and responsibilities required of it under the
10Impact of Crime-related Violence on Public Health Research
11Act.".
