| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives are pleased to
honor Arlan Juhl, P.E., on the | ||||||
| 4 | occasion of his retirement as Director of the Office of Water | ||||||
| 5 | Resources, Illinois
Department of Natural Resources; and
| ||||||
| 6 | WHEREAS, Arlan Juhl has served the people of Illinois with | ||||||
| 7 | distinction since joining
the Office of Water Resources as an | ||||||
| 8 | engineer in 1973; and
| ||||||
| 9 | WHEREAS, Arlan Juhl became Chief of the Office of Water | ||||||
| 10 | Resources Division of Planning in
2003; and
| ||||||
| 11 | WHEREAS, Arlan Juhl became Director of the Office of Water | ||||||
| 12 | Resources on January 1, 2011; and | ||||||
| 13 | WHEREAS, Under the leadership of Arlan Juhl, the Office of | ||||||
| 14 | Water Resources has embarked on a
public safety and | ||||||
| 15 | environmental enhancement initiative to remove or modify | ||||||
| 16 | dangerous lowhead
dams on Illinois waterways; and | ||||||
| 17 | WHEREAS, Arlan Juhl has overseen management of major | ||||||
| 18 | waterway improvement capital
projects, including the life | ||||||
| 19 | extension of the Stratton Lock and Dam on the Fox River; and | ||||||
| |||||||
| |||||||
| 1 | WHEREAS, Arlan Juhl has championed floodwater management - | ||||||
| 2 | including working with federal
and local officials on urban | ||||||
| 3 | floodwater projects and downstate levee improvements on | ||||||
| 4 | Illinois's
major rivers; and | ||||||
| 5 | WHEREAS, Arlan Juhl has promoted floodplain mapping and the | ||||||
| 6 | coordination in Illinois of the
National Flood Insurance | ||||||
| 7 | Program, through which Illinois has provided a model program,
| ||||||
| 8 | saving property owners and taxpayers millions of dollars; and | ||||||
| 9 | WHEREAS, Arlan Juhl has overseen enhanced regulation of | ||||||
| 10 | Illinois' Lake Michigan Water
Allocation Program, helping | ||||||
| 11 | ensure the water supply for 7,000,000 residents of northeast | ||||||
| 12 | Illinois; and | ||||||
| 13 | WHEREAS, Arlan Juhl has promoted regional, locally | ||||||
| 14 | organized long-range water supply
planning for the benefit of | ||||||
| 15 | all Illinoisans; and
| ||||||
| 16 | WHEREAS, Providing protection of public waters and the | ||||||
| 17 | public trust through strict permitting
of projects on and along | ||||||
| 18 | the State's inland waters have been hallmarks of Arlan Juhl's | ||||||
| 19 | tenure; and
| ||||||
| 20 | WHEREAS, Arlan Juhl has provided expert analysis and action | ||||||
| 21 | recommendations during times of
flood emergencies along the | ||||||
| |||||||
| |||||||
| 1 | State's major waterways; therefore, be it
| ||||||
| 2 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 3 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 4 | honor Arlan Juhl on his retirement as Director of the Office of | ||||||
| 5 | Water Resources, Illinois Department of Natural Resources, | ||||||
| 6 | thank him for his dedication to the people of the State of | ||||||
| 7 | Illinois, and wish him well in all his future endeavors; and be | ||||||
| 8 | it further
| ||||||
| 9 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 10 | presented to Arlan Juhl as an
expression of our esteem and | ||||||
| 11 | respect.
