AMENDMENT TO SENATE BILL 1340

2    AMENDMENT NO. ______. Amend Senate Bill 1340 on page 1,
3line 4, by replacing "Section" with "Sections 2-3.64c and"; and
 
4on page 1, immediately below line 5, by inserting the
5following:
 
6    "(105 ILCS 5/2-3.64c)
7    (Section scheduled to be repealed on June 1, 2015)
8    Sec. 2-3.64c. Assessment Review Task Force. The State
9Superintendent of Education shall appoint a task force to
10review standardized assessments. The task force shall consist
11of all of the following individuals:
12        (1) Two parents.
13        (2) One educator representing a statewide professional
14    teachers' organization.
15        (3) One educator representing a different statewide
16    professional teachers' organization.

1        (4) One educator representing a professional teachers'
2    organization in a city having a population exceeding
3    500,000.
4        (5) One early childhood educator.
5        (6) One school district administrator representing an
6    association representing school administrators.
7        (7) One school principal representing an association
8    representing school principals.
9        (8) One school district board member representing an
10    association representing school board members.
11        (9) One early childhood center administrator.
12        (10) One assessment expert.
13        (11) One representative of the State Board of
14    Education.
15        (12) One representative of regional superintendents of
16    schools.
17        (13) One representative of a 4-year institution of
18    higher education.
19        (14) One representative of a 2-year institution of
20    higher education.
21        (15) One citizen who is a resident of this State.
22        (16) One representative from an organization
23    representing high school districts.
24        (17) One bilingual education educator.
25        (18) One school principal representing an association
26    representing school principals in a city having a

1    population exceeding 500,000.
2        (19) One special education administrator of a school
3    district.
4The task force shall also consist of the following members
5appointed as follows:
6        (A) One member of the Senate appointed by the President
7    of the Senate.
8        (B) One member of the Senate appointed by the Minority
9    Leader of the Senate.
10        (C) One member of the House of Representatives
11    appointed by the Speaker of the House of Representatives.
12        (D) One member of the House of Representatives
13    appointed by the Minority Leader of the House of
14    Representatives.
15    The State Superintendent shall appoint one of the task
16force members as chairperson of the task force. The task force
17shall meet at least 4 times to review standardized assessments.
18This review shall include at least 5% of school districts in
19this State that represent a regionally equal sampling selected
20from among those counties of this State other than Cook County
21and the 5 counties contiguous to Cook County and shall include
22a school district located in a city having a population over
23500,000. The task force shall review the content and design of
24standardized assessments; the time and money expended to
25prepare for standardized assessments as measured against the
26purpose of the assessment; parent, student, and educator

1perceptions of the level and intensity of standardized
2assessments; and any other issues involving standardized
3assessments identified by the task force. The State Board of
4Education shall provide administrative support to the task
5force.
6    The task force shall report its findings to the Governor
7and General Assembly no later than December May 31, 2015, and,
8upon filing its report, the task force is dissolved. This
9Section is repealed on January 1, 2016 June 1, 2015.
