AMENDMENT TO HOUSE BILL 2545

2    AMENDMENT NO. ______. Amend House Bill 2545 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by changing Sections
510-22.39 and 34-18.7 as follows:
 
6    (105 ILCS 5/10-22.39)
7    Sec. 10-22.39. In-service training programs.
8    (a) To conduct in-service training programs for teachers.
9    (b) At least once every 2 years at an in-service training
10program or at another appropriate time when school personnel
11are scheduled to be in attendance and in addition to other
12topics covered at training throughout the school year, In
13addition to other topics at in-service training programs,
14school guidance counselors, teachers, school social workers,
15and other school personnel who work with pupils in grades
16kindergarten 7 through 12 and are employed by the school

1district shall be trained to identify the warning signs of
2mental illness and suicidal behavior in youth adolescents and
3teens and shall be taught appropriate intervention and referral
4techniques.
5    (c) School guidance counselors, nurses, teachers and other
6school personnel who work with pupils may be trained to have a
7basic knowledge of matters relating to acquired
8immunodeficiency syndrome (AIDS), including the nature of the
9disease, its causes and effects, the means of detecting it and
10preventing its transmission, and the availability of
11appropriate sources of counseling and referral, and any other
12information that may be appropriate considering the age and
13grade level of such pupils. The School Board shall supervise
14such training. The State Board of Education and the Department
15of Public Health shall jointly develop standards for such
16training.
17    (d) In this subsection (d):
18    "Domestic violence" means abuse by a family or household
19member, as "abuse" and "family or household members" are
20defined in Section 103 of the Illinois Domestic Violence Act of
211986.
22    "Sexual violence" means sexual assault, abuse, or stalking
23of an adult or minor child proscribed in the Criminal Code of
241961 or the Criminal Code of 2012 in Sections 11-1.20, 11-1.30,
2511-1.40, 11-1.50, 11-1.60, 12-7.3, 12-7.4, 12-7.5, 12-12,
2612-13, 12-14, 12-14.1, 12-15, and 12-16, including sexual

1violence committed by perpetrators who are strangers to the
2victim and sexual violence committed by perpetrators who are
3known or related by blood or marriage to the victim.
4    At least once every 2 years, an in-service training program
5for school personnel who work with pupils, including, but not
6limited to, school and school district administrators,
7teachers, school guidance counselors, school social workers,
8school counselors, school psychologists, and school nurses,
9must be conducted by persons with expertise in domestic and
10sexual violence and the needs of expectant and parenting youth
11and shall include training concerning (i) communicating with
12and listening to youth victims of domestic or sexual violence
13and expectant and parenting youth, (ii) connecting youth
14victims of domestic or sexual violence and expectant and
15parenting youth to appropriate in-school services and other
16agencies, programs, and services as needed, and (iii)
17implementing the school district's policies, procedures, and
18protocols with regard to such youth, including
19confidentiality. At a minimum, school personnel must be trained
20to understand, provide information and referrals, and address
21issues pertaining to youth who are parents, expectant parents,
22or victims of domestic or sexual violence.
23    (e) At least every 2 years, an in-service training program
24for school personnel who work with pupils must be conducted by
25persons with expertise in anaphylactic reactions and
26management.

1    (f) At least once every 2 years, a school board shall
2conduct in-service training on educator ethics,
3teacher-student conduct, and school employee-student conduct
4for all personnel.

7    Sec. 34-18.7. Youth Adolescent and teen mental illness and
8suicide detection and intervention. School guidance
9counselors, teachers, school social workers, and other school
10personnel who work with pupils in grades kindergarten 7 through
1112 shall be trained at least once every 2 years to identify the
12warning signs of mental illness and suicidal behavior in youth
13adolescents and teens and shall be taught various intervention
14techniques. Such training shall be provided (i) within the
15framework of existing in-service training programs offered by
16the Board, (ii) or as part of the professional development
17activities required under Section 21-14 of this Code, or (iii)
18at another appropriate time when school personnel are scheduled
19to be in attendance.

21    Section 99. Effective date. This Act takes effect upon
22becoming law.".
