AMENDMENT TO HOUSE BILL 2912

AMENDMENT NO. ______. Amend House Bill 2912 by replacing everything after the enacting clause with the following:

"Section 1. Short title. This Act may be cited as the School Bus On-The-Shoulder Pilot Program Act.

Section 5. Pilot Program.

(a) Six months after the effective date of this Act, the Department of Transportation shall, in cooperation with the State Police, develop a 5-year pilot program for the operation of school buses on the shoulder of State highways for the transportation of students to and from school-related events.

(b) The Department shall develop the following rules:

(1) the selection of highways participating in the program;

(2) the hours the school buses may use the shoulder; and

(3) the placement of signage that would indicate the times and locations of the school bus shoulder use.

(c) The Department shall adopt any rules necessary for the implementation of the pilot program.

(d) Two years after the start of the program, the Department shall file a report with the General Assembly which shall include, but is not limited to:

(1) the overall effectiveness of the program;

(2) the benefits to the State of having school buses use the shoulders of State highways for school-related events; and

(3) the cost projection for Statewide use of school buses on the shoulder of State highways.

Section 10. Repeal. This Act is repealed on December 31, 2022.

Section 99. Effective date. This Act takes effect upon becoming law.".
